We should still have been on Maui til September 5th but we were called back to Mississauga because of a family emergency.

Right now we’re doing Elder Care 24/7 and have no idea for how long. Because my blogs require that I work up video and then video transcripts, I just don’t have the time or energy when “off shift”. Put simply I just can’t concentrate.

Well, I’m back in Mississauga.

Going from Aloha Blue to Concrete’nCars is more than I can take this time ’round. But fellow Boomers will understand that Home is Where your Parents are.

Since I won’t have time to work up a blog unless I do it today, here’s the primary political thing on my mind right now. It has to do with the “Mississauga” Council Code of Conduct.

Now the first thing you need to know about the “Mississauga” Council Code of Conduct is that right from the Get-Go the thing is deceptive. The “Mississauga” Council Code of Conduct is really the City of Vaughan’s  CODE OF ETHICAL CONDUCT FOR MEMBERS OF COUNCIL

So it’s always a laugh to hear the Mississauga Mayor and Councillors congratulating themselves about their leading edge “Mississauga” Council Code of Conduct. That’s right, “leading edge”.

But one of the most bizarre comments ever made about the “Mississauga” Council Code of Conduct came from none other than Mississauga’s next Mayor, Bonnie Crombie.

And just speaking of the video –um, you know, in terms of this Governance Committee –obviously it’s going to be dealing with issues and something like this might be referred to the Governance Committee.

Um, last week we heard a lot of Councillors saying that the Inquiry was a waste of money, that it shouldn’t have happened.

But that has a lot of recommendations concerning good governance. And I’m just curious how that’s reconciled with this committee.

Megan, we’ve even exceeded some of the recommendations on our own before we even knew what the recommendations were.

In fact, I think that Justice Cunningham said we went too far on a Code of Conduct. And we should scale back.

So that’s something that the Governance Committee should look at.

I’ve been looking.

Re-reading Commissioner Cunningham’s “Updating Ethical Infrastructure” and simply can’t find where it’s said, “In fact, I think that Justice Cunningham said we went too far on a Code of Conduct. And we should scale back” (let alone any evidence of “Megan, we’ve even exceeded some of the recommendations on our own before we even knew what the recommendations were”.)

In fact, as in fact-fact, here’s what Justice Cunningham’s comments regarding the “Mississauga” Council Code of Conduct in his Commissioner’s Statement on the Public Release of the Report.

I believe that the Mississauga Code should be amended as well. Its language should be strengthened to make clear that members must avoid the improper use of the influence of their office and shall avoid conflicts of interest, both apparent and real. The Code should also make it clear that members of Council shall not extend preferential treatment to any individual or organization in the discharge of their official duties. Preferential treatment would be found to exist if a reasonably well informed person would include that the preferential treatment was advancing a private interest.

Cunningham has even more Code improvement recommendations in his “Updating Ethical Infrastructure” report. (So far they’ve been expertly ignored by the Mississauga Governance Committee)

So where did Bonnie Crombie’s “Megan, we’ve even exceeded some of the recommendations on our own before we even know what the recommendations were” come from?

Megan O’Toole didn’t ask.

As for Crombie’s “In fact, I think that Justice Cunningham said we went too far on a Code of Conduct. And we should scale back”, O’Toole et al willingly swallowed that one too.

It’s because politicians crap out the worst kind of bullshit —even lies— as “fact” and lazy Traditional Media don’t respond with “Whoa! Where exactly is your evidence for your ‘In fact’?”

Observe. Here’s “Mississauga” Council Code of Conduct’s Rule 10.

Rule No. 10

Media Communications:

1. Members of Council will accurately communicate the decisions of Mississauga City
Council, even if they disagree with the majority decision of Council, and by so doing
affirm the respect for and integrity in the decision-making processes of Council.

Can you spot Rule 10’s real implication —a huge loophole so subtle that it shot right over my head back in January 14, 2012 when I’d last examined it?

Alerting Council and citizens to that loophole (and all others) was Justice Douglas Cunningham’s responsibility. The duty to advise Council —as well as exercise the will of Council also fell on George Rust-D’Eye.

INTEGRITY FAIL!

I’m reminded of Mayor Hazel McCallion’s comment at the March 17, 2008 Audit Committee:

So, I hope that the people we hire are sensitive to the fact that we are dealing with the public and we should give them every understanding possible.

Nope.

Sure Justice Cunningham made a good show of it. He had me fooled for the longest time.

As for Mississauga interim Integrity Commissioner, George Rust-D’Eye and “sensitive to the fact that we are dealing with the public and we should give them every understanding possible“?

Well. Let’s just say that $650.00 managed to confirm something that I’d already suspected.

Nope.

The treadmill was a complete disaster. Dr. Strauss expressed no doubt at all now: unstable angina.

He scheduled an angiogram. As soon as Strauss saw the picture, he spotted my problem: two arteries were blocked, one at about 80% and another at 90%.

No wonder it hurt.

January 9, 2002 my husband underwent a double angioplasty. Dr. Strauss reassured us that we could continue to SCUBA dive provided we go on an exercise regimen.

Our only other plan was to dive at the Turtle House (much farther out and in deeper water) after Peter’s birthday. That had been a goal for him back in January 2002 —to SCUBA dive at 65.

Back on November 9, 2011 which was my last attendance at a Mississauga Council meeting I videotaped a media interview involving Councillors Bonnie Crombie and Jim Tovey and the National Post’s Megan O’Toole, Toronto Star’s San Grewal and the Mississauga News’ Chris Clay.

When they were finished their questions I decided to ask Councillor Jim Tovey one of my own.

And what Councillor Jim Tovey passed on to me will be for a later blog —complete with the actual video. Promise!

For now I’m just happy to let readers know that I advised Jim Tovey, the 2012 Governance Chair that “I don’t believe that it’s going to be authentic”.

Now even the City of Brampton’s $700 an hour Integrity Commissioner agrees. From the August 7, 2012 Brampton Guardian article “Integrity Commissioner reviews inaugural year”

Brampton’s Council Code of Conduct is “values-based”, which differs from Mississauga’s “rules-based” code. Cameron pointed out. And he commended Brampton, noting that Brampton’s code is “generally stronger and intrinsically deals with a lot of the issues that Mississauga’s code had not.”

Like I said to Tovey, who dismissed my warning, Mississauga’s Council Code of Conduct is not authentic! And because Mississauga’s Code is an almost direct cut-and-paste of the City of Vaughan’s Code of Ethical Conduct for Members of Council, neither is Vaughan’s Code!

And remember that $650.00 I donated to the Mississauga Governance Committee? The donation CONFIRMED that the Mississauga Council Code of Conduct is as worthless as the City’s two other bogus formal public complaints policies.

Believe it or not, the Mississauga Council Code of Conduct‘s Rule No 10 flings open wide doors for Mississauga Mayor and Councillors to lie to Media with impunity. With impunity —provided the lie has nothing to do with “decisions of Mississauga City Council”.

Next, regarding my comments to Councillor Tovey that Mississauga’s “[Office of the Integrity Commissioner] doesn’t have any influence on Staff. Staff still investigate themselves” —here’s a quote from the November 10, 2008 City of Mississauga Corporate report CORPORATE POLICY – PUBLIC COMPLAINT PROCEDURE

Currently, formal complaints from citizens regarding employee conduct have been resolved at staff level, through discussion with the Mayor or Ward Councillors, or with a report to Council. Outside investigators have been used on rare occasions.

It is now August 9, 2012 and I can also confirm that nothing has changed since November 2008 and despite the City of Mississauga’s insistence to the contrary, Staff still cover u- err, I mean “investigate” Staff!

So. Anyway. For a slight change of pace, here’s yesterday’s walk past the Maui Community Correctional Center (aka Wailuku Jail).  I kept to the other side of the street and did my best not to look too interested. Hard to do with a video camera but—

MISSISSAUGAWATCH, reporting August 7, 2012

It is Tuesday, August the 7rh, 2012 and I’m over here at Wailuku [Maui, Hawaii] and I’m just going to document here the, well they call it a correctional center.

Barbed wire across the top.

I’m just going to take a bit of a walk here. This is in Wailuku. I looked up the name of this facility but haven’t quite remembered it. Uh, maybe it’s called Wailuku [sic] Correctional Center.

Apparently rehab programs and everything in there. But—

It also says “No Trespassing” on that side so that’s one of the things I’m going to make sure I don’t do. I’m staying on this side.

Having been researching Security in Canada —specifically municipal security, I can see the video surveillance cameras there bristling among the also-bristling barbed wire.

It’s really interesting because on this side of the road is Freedom.

So it’s kind of the contrast of what a street can do. People being on the right side over here with the video surveillance cameras. Look at that. And the barbed wire.

And over on this side, hibiscus and no fence at all. So.

I also went and read what are the rules of the facility including such things as photography. There is nothing against that. But in the process I was also reading about the rules of just Visitation.

And it was really interesting because one of the things that they said was, women who are having their menstrual periods are required to take off their pads and put on new ones when they’re visiting inmates here. Possibly because they might be smuggling something personal in the pads, I’m not sure.

But what was really interesting was —they had to provide their own pads. It wouldn’t be something that the correctional facility would do on its own.

It is my understanding that women are housed here as well as men.

And yeah, it’s quite the video surveillance. Let’s see if I can get that one right there. I’m pretty good at this. Had a lot of practice with the Security hacks in my own municipality. I’m not saying the people here are of the same ilk.

But you can see here just this massive row of barbed wire all the way across. Anyway.

And over on this side. Freedom.

So. We’re parked over here.

[inaudible] That person’s letting me go. This person’s also letting me go. And now of course I’ve got to do a very quick jaywalk across the street.

But again, here’s the Maui  mountains over here. Lush, I guess it’s the Kehalani subdivision. And across the street? You would not want to rent a room on that side!

Female visitors will inform the female Search ACO of their menstrual period. Visitors shall be
required to remove and change sanitary supplies in the presence of a female ACO.
The used sanitary supplies will be discarded and replaced with new supplies.
It is the visitor’s responsibility to provide sanitary supplies for the change.
