The MississaugaWatch Sniff Test

This question is the MISSISSAUGAWATCH Sniff Test for all Ontario municipal Mayors and Councillors:

Do you support asking the Ontario government to extend the investigative authority of the Ontario Ombudsman to include municipalities?

If the answer is not an UNQUALIFIED "Yes!", ask "Why not?" and proceed with extreme caution.

Police investigate anonymous “Fred letter alleging Mississauga vote fraud. Here’s the letter. Here are the data!”

December 6th, 2010

This is a quick Blog in response to the article, “Letter alleges vote fraud” that appeared today in the Mississauga News. The article “Letter alleges vote fraud” states:

Peel Regional Police are investigating an anonymous letter sent to several candidates after the Oct. 25 municipal election that alleges that the results were “tampered with.”
Cst. Thomas Ruttan confirmed this morning that Peel Police are in the very preliminary stages of a probe after receiving the letter. It was provided to police by several losing candidates who received identical letters alleging that the results were “fixed.”

We received a copy of this letter electronically as a pdf file and we present it here as a “printscreen” of that pdf file.

ANONYMOUS LETTER FROM "FRED" ALLEGING ELECTION/VOTE FRAUD IN MISSISSAUGA 2010 MUNICIPAL ELECTION.Click here for a larger (1000 x 1337) size

UPDATE: DECEMBER 7, 2010. 1:33 PM.  We’ve typed out the anonymous letter from “Fred” so that the text can be Googled. So. Note, the letter has been checked for accuracy –meaning it’s precisely as it was written. We encourage you to compare to the scan above.

LETTER FROM “FRED” (Reproduced verbatim)

WHAT I AM ABOUT TO TELL YOU IS VERY DISTURBING.

I WAS INVOLVED IN FIXING THE VOTES AND THAT IS THE REASON THE
COMPUTER WAS OFFLINE MONDAY ELECTION NIGHT FOR SOME TIME, IT
ALMOST DID NOT HAPPEN.

THE ELECTION VOTE COUNT HAS BEEN TAMPERED WITH

THE MAYORS TOTAL WAS NO WHERE NEAR THE AMOUNT THAT WAS
DISCLOSED. Her votes were almost half of what she received. We were told to take
votes away from the others to make it look like the mayor got a majority vote.

The results for the councilors were fixed.
The 2 new councilors did not win and 2 old councilors did loose and we were told to
make them all a winner.

The 2 that actually lost we were told to make it look like they won with a landslide
like the mayors votes. The 2 that won did not actually win we were told to make them
a winner 1 with a small margin and the other by a bigger margin. So now you have
4 councillors who are not supposed to be in office and the 4 that won are out of a job
due to election tampering we made them loose.

ALL OTHER COUNCILLORS  VOTES WERE ALSO TAMPERED WITH AND
CHANGED. Take a look at the results we had to adjust almost all the numbers to
make them look as if they balanced. We missed some due to the time we had the
system down and ran out of time and made some mistakes and forgot to adjust the
dropouts who received higher vote counts than someone who ran a full campaign.

A TOTAL MANUAL RECOUNT IS NECISARY.

I WISH I CAN TELL YOU MORE AND I CAN NOT.

YOU SHOULD ACT BEFORE THEY DO A COMPLETE COVER UP. GET
EVERYONE TOGETHER TO PROTEST THE BIGGEST SCANDLE OF THE
CENTURY. THIS LETTER IS NOT SENT OUT TO EVERYONE, SO PLEASE
NOTIFY ALL THE OTHERS ONCE YOU RECEIVE THIS LETTER.

I DO NOT KNOW WHO ELSE TO SEND THIS TO OR WHO CONTROLS OR
OVERLOOKS A SITUATION LIKE THIS WITH ELECTION RESULTS.

GOOD LUCK.

I WILL SAY MY NAME IS FRED FOR NOW.

One statement that “Fred” makes stands out. S/he states that Mayor McCallion’s votes “were almost half of what she received”.  Half of 76 per cent of McCallion’s vote is 38%. “almost half” means less than 38%! “Fred” writing that the Mississauga Mayor managed less than 38% alone puts his/her letter as Beyond Incredulity. S/he goes on to write, “We were told to take away votes from the others to make it look like the mayor got a majority vote.”

“Fred” also alleges that “The results for the councilors were fixed. The 2 new councilors did not win and 2 old councilors did loose [sic] and we were told to make them all a winner.” For this reason, we’ve presented the results by polling station for both Ward 1 (Jim Tovey/Carmen Corbasson) and Ward 6 (Ron Starr/Carolyn Parrish) sorted by percentage support by winning councillor all in one blog entry.

Next, the anonymous letter ends with “I WILL SAY MY NAME IS FRED FOR NOW.”

“FOR NOW” suggests that Fred will write again. Doubtful now that Peel Police have been notified…

Here are the data.

Note, we’re going to post this Blog now and remind people again that these data are preliminary and and should readers find an error, we’d be most appreciative that you please let us know.

It will be interesting to see how closely the Ward 1 recount matches the original Ward 1 data as recorded in the City’s original Official Results pdf file. We’re betting it’ll match very closely. And that Jim Tovey was the victor in one heck of a squeaker!

Signed,

Subject: Regarding the anomymous vote fraud letter. Please include this information in Wednesday’s General Committee meeting.

[Please include this email and a printout of the attachment ” Police investigate anonymous letter alleging Mississauga vote fraud_GENCOM_DEC6.docx” for Wednesday’s General Committee meeting. As for the spreadsheet it’s far too huge for hardcopy.]

(Hi Madam Mayor)

Ms. Greer,

I put up a blog that I hope will be of some help to Council on Wednesday when discussing that anonymous letter by “Fred” alleging vote fraud.

Please see “Police investigate anonymous letter alleging Mississauga vote fraud. Here’s the letter. Here are the data!” at:

www.mississaugawatch.ca/blog/?p=10724

Please check the blog versus the attachment as a windows document. I ask that you print out whichever is better.

I am also sharing our 2010 City-wide Election Results spreadsheet gleaned from the City’s official results pdf file. We created it in an attempt to identify the voices of the voiceless (ie: low incumbent support in senior/nursing homes as well as examining vulnerable communities in Mississauga’s “pockets of poverty” as part of my research into the Roots of Youth Violence).

As I say in all our blogs, these data are preliminary and have not been checked for accuracy (ie: correct transfer from the City’s pdf file into our spreadsheet). But I guarantee that any errors are honest ones!

We’d appreciate being advised if you identify any mistakes that we might have made. Also, if for any reason our Peel Regional Police want that spreadsheet, we’d be honoured if you provide it to them.

Thanks,

Ursula
