Essentially the Commissioner of Corporate Services has recommended that City (aka: Mississauga Corporate Security) enter into an agreement with the Dufferin-Peel School Board regarding Video Surveillance Protocol.
NOTE, Freedom of Information has confirmed that the City of Mississauga has failed to comply with the City's own Youth-related protocols and Video Surveillance Policy as well as the Provincial Guidelines for the Use of Video Surveillance Cameras in Public Places.

Of course the City would never tell the Dufferin-Peel Board the Truth about Mississauga Corporate Security...

MISSISSAUGAWATCH has filed over $2,000 on Freedom of Information (FOI) requests in its research into the conduct and operations of the City of Mississauga Corporate Security (aka City Security).
The primary focus of our research centred around the Mississauga Corporate Security’s record of bans, trespasses, and arrests of citizens (and especially Youth) from City facilities, parks, transit routes/terminals as well as other properties.
No exaggeration, we could write a book on the City of Mississauga Corporate Security (MissCorpSec).

These uniformed security guards, bestowed the power to ban, handcuff, and arrest, didn’t even have a public complaints process until March 2008. Freedom of Information confirmed that there is not one record of a single complaint filed against Security going all the way back to 1974 when the City was first incorporated! (Note that doesn’t mean nobody had a complaint—we’re here to assure you there was at least one during that period—but that no record was ever kept.)
Freedom of Information has also confirmed that Mississauga Corporate Security has violated the following City policies:
- the (2000-2006) Violence and Vandalism Policy,
- the revised (2006 to current) Violence, Vandalism and Bullying Policy,
- the City’s Records Retention By-Law,
- MissCorpSec’s own Video Surveillance Policy,
- and the Information Privacy Commissioner/Ontario’s “Guidelines for Using Video Surveillance Cameras in Public Places”.
Speaking of guidelines, the protections for banned children/youth ostensibly in place in the City’s own “Guidelines to Working with the Trespass Act” were (you guessed it) also not just violated, but the guidelines were completely abandoned! These protections for banned youth included notifying parents/guardians, assistance from a child/youth worker to ensure “inclusiveness” through a re-entry interview after a ban has expired, etc.
As dismal as that is, when I asked how, when, and why the City’s own ”Guidelines to Working with the Trespass Act” were abandoned, I was informed that they “were not ‘abandoned’ by a specific action of a particular person but rather the practices mentioned became increasingly impractical and were replaced with other more relevant ones.”
Intrigued by what MissCorpSec would regard as “more relevant”, I sent a response email on March 3, 2009 and requested, “Can you please upload via pdf file MissCorpSec’s more relevant Trespass to Property Act practices, please? “
It’s now July 10th…
That isn’t all. In addition to abandoning Corporate guidelines without any one person knowing, Freedom of Information requesting:
“Internal Audits (Checks-in-place) to monitor the entire Enforcement Branch regarding ethics and conduct”
confirmed that
“There have been no audits of Corporate Security conducted by our Internal Audit Division.”
Later a MISSISSAUGAWATCH FOI requested:
“Records of any committee/entity monitoring of assessing (Mississauga) corporate security”
and dredged up this sorry but completely expected result:
“There are no responsive records.”

But let’s set up for the topic of today’s Blog: MissCorpSec’s bans, issuance of trespasses, and arrests of citizens/youth.
MISSISSAUGAWATCH filed an FOI requesting if anyone/any entity had ever done an analysis of bans/arrests issued by Mississauga Corporate Security. This is what we got back:
“Item 3. The Director, Facilities and Property Management [Ed: aka, Director, Corporate Security] has indicated that there is no record of any reports analysing the efficacy of bans/arrests from 1995 to the present. Therefore our decision is that there are no responsive records for Item 3.”
Yep. No one ever cared enough about the public to analyse the ban after ban after ban after trespass after arrest that these unmonitored and unaccountable security guards issued. Also confirmed through Freedom of Information, we know that not all bans and arrests even make it into the Mississauga Corporate Security database!
Another Freedom of Information request revealed the “JOB SPECIFICATIONS (Requirements) of “The Manager”, Security & Civic Center Operations”. Quote…
“JOB SPECIFICATIONS: (Requirements) A degree in Engineering or Business Administration, or a graduate of a Community College program in a discipline related to Hotel/Building Management or the equivalent; with a minimum of 10 years experience and capability in managing the operations of a large building complex; dealing with tenants and the public, controlling labour, material and maintenance costs; planning, organizing, controlling and scheduling in-house and contract staff; preparing and presenting comprehensive computer reports; determining equipment and personnel requirements and training. Must have strong business and relational knowledge and skills, and an ability to communicate effective both orally and in writing.”

Then, seemingly out of the blue since we never saw the question/request that prompted it (and as you know dear readers, we do try to keep a close eye on things at Big Yellow, especially where MissCorpSec is involved) the report below materialized on the Wednesday June 3 General Committee meeting agenda.
Feast your eyes, Missy Dudes and Dudettes, because what you are about to see is the first and only report remotely attempting to be a “comprehensive computer report” coming out of Mississauga Corporate Security. This document was presented to and received by Mississauga Council on June 3rd without either the Mayor or a Councillor asking a single question.
Mississauga’s elected officials demonstrated their “commitment” to accountability by rubber-stamping “Requests for Additional Information Security Incidents in City Facilities” in exactly 12 seconds—but the story doesn’t end there. At the next Council meeting, MISSISSAUGAWATCH used the now-defunct Public Question Period to ask why the report had been presented, and to ask other questions, as shown below. To his credit, Councillor Iannicca realized that the issue was too complex to deal with and moved that the report be returned to General Committee so that MISSISSAUGAWATCH could present a deputation and to give Council (and Staff) a chance to review the report and prepare. (Isn’t this what they were supposed to do before passing it?) The outcome was that Mayor McCallion proposed a meeting with her and senior Staff. Council did not accept the report and directed it back to its writer, Jamie Hillis, Manager, Security & Operations.
In good conscience, MISSISSAUGAWATCH cannot post this document and let it go unchallenged. We too have been analyzing Security Incidents in City Facilities secured through results obtained with Freedom of Information. At the end of June, we spent $118.00 on Freedom of Information to secure MissCorpSec “SOR’s” (Special Occurrence Reports) on minors/Youth banned at both Mississauga Civic Centre and Malton Community Centre. Quite the read.
So based on our research, we will take “Requests for Additional Information Security Incidents in City Facilities” and colour some parts red, like this: RED ALERT! DOUBLESPEAK! Often worded with the intent to obscure rather than educate/enlighten (ie: Orwell’s “1984″ Big Brother). Wording can be so convoluted as to be rendered meaningless. In addition, we will clarify some of the inadequate, misleading, or confusing parts of the report with information obtained through Freedom of Information. These MISSISSAUGAWATCH comments will appear in bold italics inside square brackets. The important thing to keep in mind here is that all of the MISSISSAUGAWATCH supplementary information is derived from Corporation of the City of Mississauga records, presumably also available to Jamie Hillis, Manager, Security & Operations —the writer of this Corporate report.

| BACKGROUND: | During discussions with respect to the 2009 budget, Council requested additional information regarding the nature and number of security incidents in community facilities. | ||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||
| COMMENTS: | Corporate Security staff prepare a Security Occurrence Report (“SOR”) for each incident reported or encountered. These reports are quickly distributed to the client site. This speeds client awareness, dialogue and possible countermeasures and assists with the flexible allocation of resources in such a way as to help thwart future incidents, thereby reducing risks without incurring additional costs. Security is also working to provide quarterly summary statistics to the Councillors and major client groups in order to track trends over time. [FACT: "Requests for Additional Information Security Incidents in City Facilities" is MissCorpSec's first ever statistics summary —period. Freedom of Information could find no responsive records for any prior analysis of their bans, trespass and arrests] All types of incidents encountered by Security personnel are recorded as SOR’s and form the basis of the statistics available. [ABSOLUTELY FALSE! Confirmed through Freedom of Information, staff emails as well as public complaints emailed to MISSISSAUGAWATCH. All types of incidents are not recorded! City staff ban citizens over the phone, through email (up to a full year) and never record the ban. The MissCorpSec database doesn't even record all arrests as arrests!] In 2008, a total of 10,402 SOR’s were written and entered into the system. Included in this total, however, are 6,853 incidents that were related to such things as maintenance issues including burned out lights, false alarms (fire and intrusion), unsecured doors, etc. The remaining balance of 3,549 incidents in facilities, parks, and on transit properties, were of a more serious nature and include occurrences in the areas of theft, disturbances, assaults, arrests and vandalism. [REPEAT: Not all arrests are recorded in the MissCorpSec database. Perfect example: citizen Donald Barber's June 7, 2006 arrest, called into Peel Police by a Mississauga Corporate Security guard. FOI found no record of his Arrest recorded as Arrest.] This latter group of more serious occurrences is the focus of this report. In reviewing the numbers presented below, caution must be exercised in drawing significant conclusions from comparative analysis of the data from one year to the next or from facility to facility as there are many independent variables that can influence an increase or decline in these numbers. [Quite the caveat! But the real reason that "caution must be exercised in drawing significant conclusions from comparative analysis" stems from the fact that the author failed to review the real numbers —that is, the "numbers" that MISSISSAUGAWATCH secured through Freedom of Information. The most dismal and shameful stats being the bans/trespass/arrests of minors/Youth by City of Mississauga Corporate Security.] Because there is not a standard or static approach to the provision of security coverage geographically across the City or from one time period to another, these variables, such as methodology, priorities, or extent of coverage, can impact incident statistics. [FACT: Security Manager Jamie Hillis failed to mention the "variables" revealed in the 2003 Mississauga Corporate Security Strategic Plan. FACT: Security's primary role is to protect the assets/employees of the Corporation of the City of Mississauga and NOT serve the Public. FACT: The 2003 Mississauga Corporate Security Strategic Plan reveals that Mississauga Corporate Security sees the Public as something to "stave off". By the author's own words, Mississsauga Corporate Security is a "force". By contrast, police are a service. In addition, Hillis fails to mention that Mississauga Corporate Security guards operated under such "variables" as not having a public complaints process until March 2008, and now enjoy the protection of a total joke of a formal complaints procedure that allows their MissCorpSec bosses to investigate themselves, all the while hiding the identities of their security guards during that complaints process! (Ask us how we know...)] For example:
These data are not used as the exclusive source of information for managing security resource allocations. This information is augmented by additional information derived from Security officers, Peel Regional Police, facility staff, Councillor requests and community input. [Freedom of Information supported by MISSISSAUGAWATCH audio recordings has confirmed that City of Mississauga Corporate Security guards are highly biased in their investigations and record only what advances the City's interests into their Security Occurence Reports. When requesting information on you, City of Mississauga investigating Managers do not ask what is known about an incident, but rather (and this is a quote from a City email secured through Freedom of Information), "Any other comments that would assist us in the appeal?" "...assist us" against citizens. Believe it. Regarding Hillis's statement that MissCorpSec gets "additional information" from Peel Police echoes a similar claim the Security Manager made in a March 2008 Audit Committee meeting. Back then we filed Freedom of Information to gauge the degree of communication between MissCorpSec and our Peelers. MISSISSAUGAWATCH requested: "all records, emails, correspondence, documents, between Peel Regional Police and the City of Mississauga (esp: Mississauga Corporate Security) pertaining to Malton Community Centre, Malton Community Pool, and Malton's Westwood Mall Transit Terminal." Peel Regional Police confirmed that "No information responsive to your request was located within Records Services, the central repository of police records." And believe MISSISSAUGAWATCH when we say there's a lot more that our Peel Regional Police don't know about Mississauga Corporate Security. As for Mr. Hillis' reference to "additional information derived from...community input", MISSISSAUGAWATCH sent numerous emails alerting Mississauga Mayor Hazel McCallion about major concerns regarding the conduct and operations of her security force. So what did the Mississauga Council do? Referred the issue to the very MissCorpSec managment that we expressed concerns about! Result of the "investigation"? We were informed that our concerns were "unfounded" and we were to consider the matter closed. (Wow, never saw that coming...) We also shared our preliminary analysis of bans, trepass and arrests with Mississauga Council and none of those data made it into this May 19, 2009 MissCorpSec document!] City Wide Security Occurrence Reports – Major Incidents2006-08
[CITIZEN ALERT! NOTICE THAT THE AUTHOR DOES NOT INCLUDE IN HIS TOTAL THE NUMBER OF PEOPLE BANNED FROM CITY FACILITIES BY HIS "FORCE"! AND ESPECIALLY MINORS/YOUTH DATA. WHY?] The Arrests category increases are largely due to arrests by the Transit Enforcement Unit for trespassing in Transit facilities. Transit Enforcement Officers made 172 of the 197 arrests in the City-wide statistics which explains the large increase from 2007 to 2008. [The first thing you need to know is that a trespass arrest happens when someone violates a previous ban—but Hillis doesn't report how many bans were issued. Now let's look at the 2007 arrests. FACT: Hillis fails to mention that this Transit team did not begin operation until October/November 2007. That's a BUSY-BUSY-BUSY two/three months! FACT: In addition Hillis fails to mention that the Transit Enforcement team is really Mississauga Corporate Security directly under his supervision. FACT: In just two years (2006 to 2008), the number of arrests made by Hillis' unaccountable Mississauga Corporate Security increased 428%! And no one has been monitoring/analyzing these data until now. [UPDATE July 14, 2009 11:59 am: Perhaps readers now understand why we are urging that Peel Regional Police take over control of the City of Mississauga Transit Enforcement team and grant those Missy Enfs that our Peelers deem worthy of public service Special Constable status!" The Disturbances category represents a very broad group of incident types including: Drunkenness, Fighting, Indecent behaviour, Mischief, Noise, Soliciting, Suspicious behaviour, and Threats. [REPEAT: THE AUTHOR OF THIS REPORT DOES NOT SHOW THE TOTAL NUMBER OF BANS! WHY? NEITHER DOES HE REVEAL THE NUMBER CHARGED WITH TRESPASS! WHY?] The increased number of SOR’s can, to a large extent, be attributed to a higher frequency of mobile patrols and report writing, particularly in Parks. [Re: Hillis' reference to "report writing": MISSISSAUGAWATCH filed Freedom of Information on Mississauga Corporate Security's "report writing". The City of Mississauga Corporate Security Report Writing Handbook is an amateurish attempt to warn guards, among other things, that anyone can secure their reports when filing Freedom of Information!] The inception of the Transit Enforcement Unit part way through 2007 resulted in a much higher reporting rate from Transit properties as well. [Notice "part way through" instead of the actual October date? WHY? Given the massive increase in arrests Hillis' observation of "a much higher reporting rate" surely suggests a much higher rate of abuses as well. Especially in light of the fact that Freedom of Information confirmed that like 2008, during 2007 there was no oversight, no monitoring of bans/tespass/arrests. Even more ironic, the City of Mississauga signed the Peel Youth Charter in March 2007 pledging to provide a supportive caring community for youth. There is zero mention of Youth in this document, let alone Youth bans/trespass/arrests data. WHY?] Parks Security Occurrence Reports – Major Incidents2007-2008
[WHY HAVE THE 2006 "PARKS" STATS BEEN LEFT OUT? HOW IS IT EVEN POSSIBLE TO DRAW ANY CONCLUSIONS FROM THE "CITY-WIDE" GRAPH? MISSISSAUGAWATCH HAS REQUESTED THAT THE 2006 "PARKS" STATS BE ADDED TO THIS GRAPH FOR PROPER COMPARATIVE ANALYSIS. AGAIN, NOTICE THAT HILLIS DOES NOT INCLUDE IN HIS TOTAL THE NUMBER OF BANS OR TRESPASS ARRESTS! WHY?] Of the major City-wide incidents in 2007, 607 or 27% occurred in City parks. This figure rose to 29.5% in 2008. Parks incident reports increased by 73% between 2007 and 2008. The majority of these incidents fall under the categories of Disturbances and Vandalism. As Security officers patrol the parks, they often interact with the residents who inquire about the role of City Security. [Regarding use of the term “officers” for security guards… MISSISSAUGAWATCH filed Freedom of Information on the drafting/creation of the Mississauga Corporate Security Complaints Policy. In the packet there was a November 28, 2007 email from Rosemary Goslin advising Ken Owen that “Section 40 of the Security Act states that no security guard shall use the following terms of variations of them.” One of those terms is “Officer”.] Park users are also encouraged to report incidents through the new installation of “Parks Watch” signs. Once the residents are made aware that a mobile unit will respond to their calls, they often call the 24 hour Security control room to report various suspicious activities. In 2008, a Bike Patrol program was piloted in Parks in cooperation with Community Services staff which also resulted in an increased rate of incident reporting. [While Hillis mentions a 73% increase in Parks incident reports between 2007 and 2008, he fails to explain a 218% increase in Transit arrests. Freedom of Information confirms that Malton's Westwood Mall Transit Terminal recorded ZERO bans, trespass and arrests between 2006 to end of September 2008! Where were all the arrests? FACT: While Freedom of Information confirmed that Malton's Westwood Mall Transit Terminal recorded ZERO bans, trespass and arrests, in the same time frame (January 2006 to September 26, 2008 there were 200 bans, trespass and arrests issued at nearby Malton Community Centre.] Transit Security Occurrence Reports – Major Incidents2007-2008
[WHY HAVE THE 2006 "TRANSIT" STATS BEEN LEFT OUT? HOW IS IT EVEN POSSIBLE TO DRAW ANY CONCLUSIONS FROM THE "CITY-WIDE" GRAPH? MISSISSAUGAWATCH HAS REQUESTED THAT THE 2006 "TRANSIT" STATS BE ADDED TO THIS GRAPH FOR PROPER COMPARATIVE ANALYSIS. AGAIN, NOTICE THAT HILLIS DOES NOT INCLUDE IN HIS TOTAL THE NUMBER BANNED OR CHARGED WITH TRESPASS! WHY?] In October 2007, the Transit Enforcement Unit was established in partnership with Transportation and Works staff. This initiative was introduced to create a more secure environment for Mississauga Transit employees and customers on buses and at the terminals in support of the City’s ridership growth strategy. Prior to this, security coverage at the City Centre Transit Terminal was provided via a contracted service provider. [Hillis fails to mention that the Province's Bill 159, the Private Security and Investigative Services Act and regulations have been in effect since August 2007 and those "contracted" guards would be subject to the Province's Code of Conduct, standards/licensing and above all, the Province's independent public complaints process. It's no coincidence that two months later, October 2007, Hillis/MissCorpSec switched from using (fully-compliant with Bill 159) Primary Response private guards to hiring and training his own (completely exempt) "in-house" guards. FACT: As of June 7, 2009 both the City of Brampton and Peel Region use private Bill 159 fully-compliant security guards from Primary Response.] Transit related incidents accounted for 26% of the major City-wide incidents in 2007. This figure rose to 37% in 2008. Transit incidents increased by 125% between 2007 and 2008. One of the primary reasons for the large jump in Transit statistics is that the Transit Enforcement Unit staff dedicated to the Transit Terminal are more proactively addressing and documenting incidents that had previously gone unreported. [MISSISSAUGAWATCH disagrees completely with Hillis's assertion that the "large jump" in Transit statistics/arrests results from guards who are "more proactively addressing and documenting incidents that had previously gone unreported." If there is one thing that two years and over $2,000 worth of Freedom of Information research into Mississauga Corporate Security has taught MISSISSAUGAWATCH, it's that there isn't a City policy, by-law or guideline that we've investigated that MissCorpSec management hasn't ignored, violated, or abandoned outright. Bottomline, Freedom of Information securing the author's own emails may better explain the "large jump":

The number of recorded disturbances varies widely between facilities and from year to year within a facility. [Notice how Hillis does not specify which facilities. Allow us. Let's compare three City facilities with similar foot traffic (foot traffic from January 1, 2006 to December 31,2008): Malton Community Centre (3,136,900), South Common Community Centre (2,849,800) and River Grove Community Centre (2,523,800). Freedom of Information confirms a minimum of 200 bans/trespass/arrests at Malton Community Centre, vs a minimum of 21 bans/trespass/arrest at South Common and a mere 7 bans (no trespass/arrests) at River Grove Community Centre. MISSISSAUGAWATCH is currently determining exactly when Malton Community Centre planted a permanent MissCorpSec guard to this facility.] As noted earlier, these variations can be influenced by factors such as whether or not dedicated coverage is provided or the type and quantity of coverage over time. These factors must be considered when assessing incident trends. [Had the report's author truly done his homework—or wanted to illuminate rather than obfuscate—he'd have offered other co-factors. While MISSISSAUGAWATCH is still waiting for Freedom of Information to provide us with all the Mississauga Corporate Security database stats, we've seen enough preliminary trends to alert citizens to our troubling finding. The number of Mississauga Corporate Security guard-recorded disturbances (especially bans, arrests) varies widely based on the socio-economic status, as well as ethnicity, of residents surrounding a particular facility.] Thefts are an occurrence which is a discrete event with an identifiable victim so are not influenced by coverage in the same way. Facilities with the highest incidence of theft are also those which have a significant fitness centre as part of their program. Theft rates are beginning to level off in total although the trend varies from centre to centre. The vast majority of such reports involve thefts from lockers in these community centres. It is surprising the number of patrons who will leave valuables in unsecured lockers however, the recent “Lock It or Use It” [sic]. [HELPFUL HINT: Perhaps Mississauga Corporate Security might consider "Lock It or Lose It" instead...] campaign is helping to slow the incidence of these incidents. Similarly, vandalism is a discrete event. Trends in the rate of vandalism show no particular pattern across the City as these incidents happen in spurts and are often associated with roving groups or gangs. [MISSISSAUGAWATCH is undertaking a two-year comparative study on graffiti/vandalism activity in the cities of Brampton, Hamilton, Mississauga, Ottawa and Toronto. [The author neatly avoided revealing such "incident types" as BANS and TRESPASS arrests, producing a report consistent with a security "force" with no external monitoring let alone accountability. FACT: Given the November 2008 release of the McMurtry/Curling "Review of the Roots of Youth Violence" and that the Peel Youth Charter hangs beside the elevator of the City of Mississauga Facilities and Properties Management section, it's totally beyond our comprehension that the author of this report never mentioned Youth once. Especially this ban of a 9/10 year old girl "staved off" the Mississauga Civic Centre, Central Library and Living Arts Centre all in one ban.
But by far the worst disgrace is a Mississauga Council who passed this report in 12 seconds without a single question. [FACT: Prior to this document's appearance on the June 3, 2009 General Committee agenda, how could the community at large have given legitimate, informed "input" when this document is the first MissCorpSec report ever to see the light of day? As for input from MISSISSAUGAWATCH, if Mississauga Corporate Security Manager, Hillis remotely gave a s***, half of this report would address the fate of Youth/minors who've crossed paths with his Security guards. FACT: Freedom of Information has confirmed that kids as young as 9/10 are banned from City facilities without their parents or guardians being contacted. Yet should that same youngster need to file a complaint against an abusive guard, he/she must have a parent/guardian sign the complaint form. Actually I first heard about the 2003 Mississauga Corporate Security Strategic Plan in a silly February 2007 article in Canadian Security Magazine the featured City of Mississauga Corporate Security and even put the MissCorpSec Big Brother Bosses on the front cover! As is so typical of all things Mississauga, the actual article called, “Shattering the myth of corporate security ” was a terrific piece of fiction.

So I file Freedom of Information requesting the 2003 Mississauga Corporate Security strategic plan and I get a “The City denies access”. Like WT-? I email Mayor Hazel McCallion to ask why and HAHHAAHAAHAHAH…. here you go.

Canadian Security Magazine has Hillis trumpeting the success of the 2003 MissCorpSec Strategic Plan and then I have Hazel McCallion confirming that the City won’t let me have it because it’s only in draft and was never implemented. (“In reviewing this matter with staff”… and “Perhaps there has been some misunderstanding in this aspect of the interview” Hmmm. MissCorpSec Staff explanation vs the magazine… “Who to believe.. who to believe…)
I appealed to the Ontario Information and Privacy Commissioner and won. Was warned that I’d be surprised when I received the thing. That it wasn’t a plan at all but just some ambling thoughts that could be knocked off in a single day. When I got the thing it was clear that the IPC guy was being charitable. No way someone worked a whole day on that.
I have the thing here right now and would happily share it provided that it goes no further than you. Why the limitation, DeValera? Same reason I didn’t give “Anthony” the MissCorpSec report “Requests for Additional Information Security Incidents in City Facilities” when he asked for it. Sharing either of those documents without my Freedom of Information colour commentary of what’s really going on at MissCorpSec is a disservice and grossly-misleading.
I mean this Blog entry proves how much ““Requests for Additional Information Security Incidents in City Facilities” needed my Freedom of Information results to lampoon the dawg.
I’d always planned to post the 2003 MissCorpSec Strategic Plan at here mississaugawatch.ca but you know me, I have yet to complete all my Freedom of Information homework on it.
But a new timeline just might be forced on me. I made a disturbing discovery just recently. I became aware that the City of Hamilton made reference to City of Mississauga’s Security Plan so I have to give them a head’s up into what’s really happening with it. Am planning a letter of warning to Hamilton Council and Hamilton-based CATCH (Citizens AT City Hall)

Um, DeValera, that memo was written in November 28, 2007! Director of Facilities and Property Management (aka Director of MissCorpSec) was using “officer” when he was responding to me back at that June General Committee meeting. The guards even refer to themselves as “officers” in their Special Occurrence Narratives.
The only thing I hate more than seeing “officer” out of Mississauga Corporate Security is reading ‘thank you for your interest in our dedicated team of security professionals”!

November 15, 2007, MissCorpSec guards ban four minors (12/13 year old plus three 13/14′s) from all three faclities (Mississauga Civic Centre, Central Library and Living Arts Centre) for “Skateboarding” around vehicles.
However the Mississauga Corporate Security database only records TWO bans for November 15, 2007.

I forgot to mention that back in 2007 I even filed a complaint with the Ontario Ombudsman and OCCOPS!
As we all know the Ontario Ombudsman understands (and then some). After all it was Andre Marin who wrote:

My experiences and research into the MissCorpSec Big Brother’s “lifeline” budget of $2 million annually (February 2007 Canadian Security Magazine article on MissCorpSec} his “refuge” (infinite ways to hide from accountability including exemptions in Freedom of Information ironically for “security” reasons) and as for “shamefully” what with my small sample of a dozen Special Occurrent Reports, “SHAMEFULLY” should be emblazoned down both sides of their 674, 675, 676 and677 RESPONSE UNITS in fluorescent orange.
As for OCCOPS (Ontario Civilian Commission on Police Services)…
The OCCOPS July 24, 2007 letter tells me that “It appears that the City of Mississauga is the most appropriate avenue for your concerns.”
Today is July 12th. In less than two weeks that OCCOPS letter will be two years old. And notice that evil word “appropriate”?
And gosh the question I got to ask is did OCCOPS know about City of Mississauga Corporate Security and how the City of Mississauga’s doen’t handle complaints and sent me there anyway? Or…?

The event made History in this city. I know because I’m the creator that sparked the manifestation and vision. Myself and a small team of organizers both inside and outside of the city walls executed the event with the assistance of other crediable artist outside and inside the city. “Behaviour”= choice of artist Lifestyle, nothing more, nothing less. The concept was made by artists and produced for artists and the general public.
The event was Supported by My Mississauga and the office of arts and culture financially. THAT IS A HUGE step toward change in this city..
For once somethng REAL happened here, somethng that has affected the inspiration of many along with the remembrance of true Hip-HOp and urban culture (peace love, unity, fun, cultural acceptance, consciousness and COMMUNITY) and is the product of change on a grass roots community development level.
Here in Mississauga representing from both outside the city and from within you had world class urban artist coming together, all paid to represent themselves and their passion to the general public. That is a huge step in supporting our artist community and for setting a true example for youth, if you have a passion and put your energy into something productive, you’ll go places.. it’s simple no hidden agendas or BS. It was proper considering everyone involed with running the event were positive examples of people who work hard for what they love to do and give back to the community first even though they have international success.
So in stead of slandering something legit.. people should check themselves because real recgonize real.. and if you weren’t there, nor you or anyone can say anything to discredit or have anything remotely educated to express.
The essence of Hip-Hop culture in display not just on stage but on the ground in the realist way possible.. back to the essence, something that most people don’t understand case they don’t bleed for a culture that is tainted by media and treated like poison. It was a very positive evening and proves what our culture is really about. ALL indie artists and clothing. all real content and no smoke or mirrors. when asked at the end of the event… “if you would like to see another one of these next year make some noise”.. the crowd of parents, children, artists and teenage youth roared so loud, Im sure Hazel could hear them from her bedroom rest.
The bridges between True school artists, the policy makers, funding distributors is now one step closer.

do I want a thanks? maybe that would help but I’d rather get respect and understanding while having the city, its critics, news, authorities and general public give their appreciation and love for the the artists that represented for a moment. Behaviour was supported by the office of arts and culture because I used to work for the ARTs UNIT under Beth Gignac, I’m sure you know who she is, if you’re gonna talk big the way you do, then you best know. I was her employee and implemented “BBOY CULTURE” the first HIP-HOP cirriculum to be implemented through the city..(educating history and using dance a tool for learning life skills)

-haha I know because my ass was getting kicked out of community centres and bus terminals since I was 16, I’m now 27. I know because I became an employee of parks and rec, I was employed by the ARTS UNIT and was the mind behind the WORD PROJECT in 2004. So i know very well what the deal is but I’m not a complainer full time, I’m an indie artist that pays for my own university education through my arts. I’m the first artist in our area (sauga and T.O.) to work for BluePrintForLife.ca social work through Hip-Hop (research this ) I work with some of the most at risk in the harshed conditions in our Country.. what you don’t realize is the essence of what was displayed and as you know the news is misleading.. (Mississauga news was there for like only the first 30 mins.. that’s wack). You couldn’t experience what the people who were present experienced as the event ran into the night. Just like in the south Bronx when Kool Herc represented (energy from the polls) using the energy from the city to run a spot for the B-Boys, having a live band at the end for the final battle, amazing artist perform between the sets, having in open mic where people represented skills and mentality. no corp sponsors other than the city.

-Cause it was mostly word of mouth, Sauga doesn’t reach cause they don’t think there is a Hip-Hop scene still here, there is a also a generation gap that this jam has helped a little bit to close.
Word is going round and there will be double next year if we do it again, it was a success. Toronto heads don’t reach sauga for jams, yet a quarter of the people were from there. It’s not about the quantity but rather the quality… if you know anything about community work you should know that, it’s 101.

You bet I learned a lot from Frost. But it was because he didn’t hold back. He told me the truth and there was no BS or attempt to sugar-coat.
And I love the way he writes.
And he’s not scared in call someone out and get in your face. Real dialogue so I know where’s he’s coming from.
Frost taught me more about himself than he taught me about Hip Hop and I find that even more important.
He knows and proved it. And that means that when Frost is working with Youth, he’s not going to bullshit them.
Isn’t that the foundation of RESPECT? Being truthful?
And Frost was. In a powerful genuine way. Plus I recognized my own sense of pissed-off-ness in him!
Hawaiians say “aloha” for love, acceptance and I’m good with that.
I’m also very much into respect. When you respect someone you give that person the truth.
“Peace” I still have a problem with because of a sign someone held up at a demonstration.
“NO JUSTICE. NO PEACE.”
I know that Peace is supposed to be inner. But I see far too many shadows only too eager to take peace away from us.
Who knows.
Maybe I’ll be lucky and Frost will comment on that.
Can there be peace without justice? (I can’t see it…)

The Hwawaiian “pono” means:
