Driving home from this morning’s Peel Regional Council meeting, I decided that today is the day to begin reporting the results of my over four years worth of research into the City of Mississauga’s Governance by Illusion.

And wouldn’t you know, the Toronto Star chooses today of all days to help me out.

In one of her first moves as Toronto’s new ombudsman, Fiona Crean asked all civic departments to forward copies of their processes for handling complaints from the public.

That was last December. She’s still waiting.

“We received good procedures from some, mediocre from others and none from yet others,” Crean told reporters Thursday. “Less than half the areas submitted processes or posted them on their website. Openness and accessibility was a problem even for those who had good procedures.”

I want to go on record at this time to say that I don’t care how stenchy-extensive a vat of raw sewage Fiona Crean may dredge up at the City of Toronto, the City of Mississauga’s brand of “Trust Quality Excellence” is WORSE. And faaaaaaar more hypocritical.

I mean think about it. We’ve got Hazel McCallion repeatedly on record insisting that all public complaints are investigated and handled “thoroughly and professionally” by City staff. Insist, insist, insist.

Then in May 2008, (and only after strenuous efforts on the part of Donald Barber and this author) do citizens finally hear Hazel McCallion acknowledge that the City of Mississauga has no public complaints procedure.

Seems in her 30 years as “the people’s Mayor” she just never got around to it.

Let me tell you something —and believe.

If a private citizen lied as much as the City of Mississauga, you’d be justified in labeling that person a sociopath.

I’ve been researching the City of Mississauga through Freedom of Information for over three years now with January 19, 2007 being an anniversary of sorts.

On that day I filed my first Freedom of Information request. Here it is. Uploaded today.

CITY OF MISSISSAUGA FREEDOM OF INFORMATION 2007/01/19 (JANUARY 19, 2007)

As you can see City of Mississauga Corporate Security (Code of Conduct, oversight and public complaints) played Numero Uno right from the Get-Go. For the record, this is what I requested through Freedom of Information on January 19, 2007.

I am requesting the following information regarding City of Mississauga Enforcement Law Officers (Corporate Security) 1. CODE OF CONDUCT  2. PUBLIC COMPLAINTS PROCEDURES against a MLEO 3. EXPECTATIONS OF MANAGERS to ensure compliance to policies of junior staff.  4. QUALIFICATION requirements of Mississauga Enforcement Managers, Corporate Security, Internal Audits (Checks-in-place) to monitor the entire Enforcement Branch regarding ethics and conduct.

Have to smile at my naivety back then. A sad smile, actually. Like how back then I mistook Mississauga Corporate Security as the City’s “Enforcement Branch” (wrong: they are Facilities and Property Management). And saddened that I was stupid enough to assume that Hazel McCallion’s Mississauga would have policies in place for “uniforms” they granted Power of Arrest! Nope.

But mostly I’m saddened by the extent to which the “Trust Quality Excellence” City of MYTHissauga employees took advantage of me back then. (I was such a RUBE!)

And of course I feel sorry for anyone else who ever attempted to file a complaint against these “in-house” Security pelcowanx.

Three years of Freedom of Information research!… and I even have a silly Ontario Private Security Guard license to show for it!

In-joke, actually. Only those who’ve filed complaints against City of Mississauga Corporate Security would get “HAVE YOU EVER HAD ANY COMPLAINTS?”. (And of course, every Manager and guard at MissCorpSec would get it too!) HAHAHAHAHAHA!

Have to admit the cartoons kept me almost-sane these past three years.

But mostly the research was dead-serious —not unlike a criminal investigation.

No exaggeration, our Freedom of Information documents reach over three feet high now.

It’s definitely Time…

In my last Blog I wrote:

“I’ve reached a stage in my research where the New is increasingly more difficult to find. Drearily, I find myself documenting more of the Same Old Same Old. Besides, I’m now confident that I’ve enough videotape and Freedom of Information documents to confirm what an immoral cesspool of white-collar crime our local governments are.”

As a way of celebrating our third anniversary researching City of Mississauga Corporate Security through Freedom of Information, we’re Ready to Report. We intend to scan every relevant Freedom of Information document and post it online (as well as matching optical scans so people can reach these government documents through GOOGLE)

Please, readers. Do not think us naive. We know Nothing will change.

We stand by what we’ve said all along. City of Mississauga Corporate Security (and any other “in-house” municipal security operation) is Above the Law. I know people find that impossible to believe. But Believe. Above the Law.

This planned disclosure of our three years’ worth of Freedom of Information documents isn’t about changing our lying governments. It’s about Why God Invented the Internet.

Because Traditional Media failed us.

We acknowledge that any public entity that’s gotten this bad —this corrupt, had to have plenty of Look-the-Other-Way. City of Mississauga Corporate Security enjoys inviolate protection from accountability.

And the public can thank THE PROVINCE.

So, we hold zero illusions. Making these Freedom of Information documents public is not about Changing the System. It’s about Informing! Warning people —especially youth!

AH! How fortunate! The Toronto Star just published my comments on their article, “Public complaints system flawed, says Toronto ombud”

I’ll end with those. But first, here’s another fact. Those people who marked “Disagree” to my comment are either as ignorant as I was a few years back. Or government-Perps who “know” and this is their attempt to “hide” the truth.

If Crean thinks Toronto is bad, MYTHissauga is far FAR worse

Torstar quotes Crean as saying, “I can’t tell you how many people said, ‘I never heard back from the city.’” Get this Toronto –coming directly from Freedom of Information in Mississauga. Hazel McCallion spent years trumpeting “superior services” and the Trust, Quality Excellence of MYTHissauga. McCallion’s on record hailing MYTHissauga as a progressive, responsive government. On record that all public complaints are dealt with “thoroughly and professionally”. I’ve amassed over $3,000 in Freedom of Information confirming otherwise. FACT. It was only in 2008 that the Greatest Mayor in the World finally admitted that her City of MYTHissauga doesn’t HAVE a public complaints process. You’d be disgusted how many other municipalities don’t! Oh. And WARNING. DO NOT EVER send your complaint through MYTHissauga’s “publicinfo” line. City staff successfully hide in anonymity there and even an appeal going all the way through provincial Freedom of Information adjudication..

All this pretending is a killer

northernlimits writes, “Nothing will happen unless there is full and accountable public disclosure. She should not only list the procedures that each department submitted but also list the departments that did not respond or felt that they did not have to.” I’ve been filing Freedom of Information for three years on the City of Mississauga’s lack of a public complaints system and here’s what you need to know. You will NEVER get even basic disclosure. Employees’ identities are protected at all costs. What that means is, when a municipality won’t even identify the subject of your complaint it also means they deprive you of a viable complaint. After all, it’s one thing if a six week temporary worker screwed up vs a Commissioner. These municipal complaints systems (be they hired integrity commissioners, ombudsmen –whatever) won’t change anything. File Freedom of Information like I did and see for yourself. Toronto, MYTHissauga, no matter –most Ontario municipalities aren’t just flawed but FRAUD.

UPDATE: January 22, 2010. Right now there’s a lot of interest in the picture of sleeping TTC collector. It’s been spread around the planet through Twitter, Facebook, you name it. You will NOT find it here so don’t bother looking! What people/news agencies are doing to this man is CRUEL! And if those chain-emailing this all over the place had any capacity for empathy they’d feel SHAME!

UPDATE: January 22, 2010 4:25 pm Seems certain people’s propensity for cruelty and hypocrisy have no bounds. So I’ll share my Twitter comments here regarding the sleeping TTC collector.
