MISSISSAUGA BLOGGER WARNS MISSISSAUGA COUNCIL “CITY STAFF BEYOND YOUR CONTROL!” (Judicial Inquiry submission)

UPDATE FRIDAY, FEBRUARY 19, 2010. This morning, I realized that I’d made a huge error of omission. As a result, the following introduction to the “City Staff Beyond Your Control” video has been changed from yesterday’s original.

Regarding the featured video and transcript, I failed to mention that when City of Mississauga Corporate Security arrested Donald Barber on June 7, 2006, they did not provide him with the Council Chamber video surveillance footage that we are all able to examine now. (Mr. Barber had to subpoena this Security surveillance footage —yes, Mr. Barber had to!  Seems his Legal Aid lawyer didn’t think that this evidence was important!)

Once he was prepared to show it at court, miraculously the City of Mississauga dropped their charges against him! When you view the video you can see why and why the City withheld it.

Fact: in a January 28, 2005 email secured through Freedom of Information, Jamie Hillis, Manager of City of Mississauga Corporate Security writes, “Corporate Security will proceed under all existing guidelines and laws.”

Fact: the June 7, 2006 City of Mississauga Corporate Security video surveillance footage was never shown at trial.

Fact: it was just a month earlier, May 5, 2006 when City Manager Janice Baker announced at the “Meet City Hall” event, “We don’t just have pockets of Excellence in this organization. We have Excellence throughout.”

Fact: In the one hour June 7, 2006 Mississauga Council Chamber security footage, there were three privacy violations (see below) all contrary to the province’s Guidelines for the Use of Video Surveillance Cameras in Public Places”.

Fact: When you consider that also contrary to the Guidelines for the Use of Video Surveillance Cameras in Public Places” there was no signage advising of video surveillance that makes four!

Fact: Had Donald Barber not the smarts to subpoena this Security footage, the public would not know about the City of Mississauga Big Brother.

Speculation: Got to wonder at roughly three privacy-violation zoom-ins per hour, City of Mississauga meetings lasting average of two hours, General Committee, Council, Budget… per year…  gosh you got to wonder how many hundreds of Mississauga Corporate Security perpetrated privacy-violation zoom-ins there have been over the years inside Mississauga Council’s “sacred chamber”!

Fact: And that’s just one Mississauga Corporate Security camera!

Speculation: Challenge. I encourage you to imagine what advantage Staff might have if they were able to zoom in that close to Mayor Hazel McCallion’s notes —undetected for years!

Perhaps now you might understand the title of this Blog, “Mississauga Blogger warns Mississauga Council, ‘City Staff beyond your control’” and why I warn about City Staff’s doublespeak.

Perhaps now you might understand why I’m warning the public about a new MISSISSAUGASPEAK assertion —”evidence collection”. Beware the unaccountable Mississauga Corporate Security knobs behind the City’s “evidence collection” devices.

(one more) Speculation: Got to wonder how many other Corporate Security charges against citizens/youth/minors might have been dropped had they or their lawyers had the smarts to subpoena the City’s video surveillance footage!

Anyway… we’ve just finished preparing another video for submission to the Judicial Inquiry.

So. You can’t see the security guards —and by the way, they will hide so only their head [sic] is visible at the back of the Council Chambers. Or they’re hiding behind pillars.

Then you to go wonder, well, if they’re not visible, then what is their job because it’s clearly not to act as a deterrent.

And I guess the other thing is, that, I mean seriously, if you buy Ken Owen’s, “The Security guards are doing their jobs when you can’t see them” line, the (breaks out and laughs) why is it that one of the best deterrents that Peel Police believe, regarding crime, is that their police cruisers are seen out and about? Or that they have the bike patrols so that the public can see that they are clearly visible.

But somehow City of Mississauga Corporate Security guards are doing their job if they’re not visible?!

It’s worth going back now to Councillor Mahoney’s original question because Ken Owen mentions that the video surveillance cameras are deterrent devices because you can see them but apparently, somehow, because the security guards are hiding behind pillars —aren’t deterrent devices.

But he also mentions something else about video surveillance cameras so let’s play this again because it’s really worth it.

    Thought I’d use the Comments section for this just in from CBC NEWS.

    Given what I know about City of Mississauga security guards, this one’s zero surprise. Just hoping that the Peel Regional Police we sent over there haven’t picked up any bad habits!

    Olympic security officers investigated

    A total of 11 members of the Olympic Integrated Security Unit in Vancouver have been relieved of their duties and sent home for disciplinary reasons, including two who remain under investigation by the Vancouver Police Department.

    Police have not released details about the investigations or the identity of the officers involved, but last week it was revealed six members of the ISU were removed from the Olympic unit, including two RCMP members and four Canadian Forces personnel.

    On Friday, ISU spokesman Sgt. Mike Cote confirmed that five more police officers have since run into trouble and been sent home, bringing the total to 11, including the two still under investigation.

    The ISU is made up of about 3,000 police officers from Metro Vancouver and about 6,000 police officers and military personnel from out of town who are lodged on cruise ships for the duration of the 2010 Winter Games. The cost of the force is about $1 billion.

    The Games wrap up in Vancouver and Whistler on Feb. 28.
