I’d like to know what would happen to me if I were caught by City Security standing over two people who were duct taped and lying on the ground lying face-to-face. And I’d like to know what the consequences would be to that. Through you, Madam Mayor, to the Commissioner of Community Services.

MISSISSAUGA MAYOR, HAZEL MCCALLION (Public Question Period, Mississauga Council, June 9, 2010):

Ah, City Manager, you— If you’re asking if duct taping or whatever it’s called, hazing etc is acceptable, according to the Policy of the City it is not acceptable. Okay? Anyway.

MISSISSAUGA CITY MANAGER, JANICE BAKER (Public Question Period, Mississauga Council, June 9, 2010):

Uh, Madam Mayor, you know, again, it’s difficult to respond to hypotheticals but, you know, these issues would matters for the police.

I’d like to know what would happen to me if I were caught by City Security standing over two people who were duct taped and lying on the ground lying face-to-face. And I’d like to know what the consequences would be to that.

MISSISSAUGAWATCH (reporting from Mississauga Council, June 9, 2010 prior to appearance Public Question Period):

City employees seem to be under the Respectful Workplace Policy. But if you or I or a kid were caught on City Property standing there in front of two people who were duct taped together lying side by side, this (“Zero Tolerance”) Policy would apply to us. And—

MISSISSAUGAWATCH (Public Question Period, Mississauga Council, June 9, 2010):

I guess Staff go under the Respectful Workplace Policy but certainly if I were engaged in that kind of conduct, the Violence, Vandalism and Bullying Policy would apply. And I would be at the minimum be given thirty days.

And I’m just wondering why Staff, why this Policy wasn’t used instead of the Respectful Workplace Policy. Because specifically here, you investigated and there was apparently a stern warning, letter of reprimand, whereas what tends to happen with citizens —and again I do the research, right? Citizens, right away, there is no Option One that I can see. We get straight to Option Two. And we get banned for 30 days.

And that’s for things like loitering, skateboarding and I’m just wondering why the difference in the sort of the Two Rules, or two Policies, one applied to employees and this one applied, by the way, to 9-10 year old girls —immediately banned. And I just want to see what justification there might be for that.

MISSISSAUGAWATCH (reporting from Mississauga Council, June 9, 2010 prior to appearance Public Question Period):

Here’s the reality. You take a look at that and the number of youth that are banned for 30 days for skateboarding, for loitering and —even arrested.

That’s how these people deal with youth and minors as young as well, as young as nine are banned immediately without parents being notified. Right here in the Mississauga Civic Centre. And they’re not just banned from this one place, they are banned from three facilities at once. The Civic Centre, the Living Arts Centre and Central Library.

But do these guys tell you that?

NO!

In the meantime you get City employees engaging in spankings, kinkfests, duct taping people up, putting them in a truck and sending them through the washbay, what happens? Frikkin’ letter of reprimand!

So City Staff, number one, they have this gentle Respectful Workplace Policy. You get a “stern warning”. You get a letter of reprimand. Life goes on.

In the meantime, you get youth and minors, what happens? They don’t have advocates! They don’t have a union to talk about them. There’s also, the City of Mississauga has something like three different stages to protect employees’ rights.

What does a kid have? A kid whose caught? Immediate banning, that’s it! There’s nothing else.

[inaudible] Radio Canada. I’m just wondering, as I understand it, the base of the decision to review the disciplinary measures that were taken against the supervisor were based on public response and the Council response.

You want to know the Root of Youth Violence?! It is HYPOCRISY like this! It is hypocrisy and evil like this because the kids I talk to say, “FUCK the System. That’s what’s happening all the time.”

are fighting with the system because it is CORRUPT
there is no way to fix it because the people higher
up are sitting nice in their big leather chairs,

by and even by doing so they get nothing, and after
they realize how hard they have to work to get by
they break down and no longer want to live life
being part of the system because they realize that
living life by the rules of the system gets you no
where because it is CORRUPT!


While City of Mississauga employees enjoy all manner of grievance/complaints procedures and protections, citizens, youth and minors received Registered Letters denying them the opportunity to complain

UPDATE: June 11, 2010. Ever wonder why if the City were truly taking Alex Juani’s complaint seriously that City of Mississauga Corporate Security and one of their 300-plus video surveillance cameras weren’t called in covertly?

Canadian Security Magazine (January 2007) says this about City of Mississauga Corporate Security.

With a history of suspicion around security, there’s one issue Hillis really feels strongly about standing his ground on and that is not providing video surveillance footage of employees to human resources unless it is part of a planned investigation.

“If they are stealing time, no we don’t; anything to do with time or labour — nothing like that. It has to be done officially as part of an investigation.

That raises a vital question. Was City Security (and video surveillance) requested by Human Resources to be officially part of an investigation? Or did City Staff go immediately to hiring an independent

    A good message

    Hmm, I saw the video. I think I could probably pick out some of the victims. But hey, if the police can’t do it… Lastly, we suspend high school kids in Ontario for any hazing of Grade 9′s but in Mississauga it’s all in fun. That’s a great message to send our kids.
