Mayor Hazel McCallion anointing Bonnie Crombie as Successor in the making for years –YEARS.

I have SO LOVED watching this Liberal 2014 take-over of Mississauga go down!

To Crombies’ enemies: Your doom was SELF-INFLICTED!

To the Hazel Worshipper “Friend of Hazel” who backed Mahoney and is now condemning McCallion and her “Legacy”, BEND OVER! There’s more where that came from!

Thought I’d follow up on yesterday’s Toronto Sun column “Mississauga Mayor Hazel McCallion remains a whirlwind to the end” by Sue-Ann Levy.

Levy writes:

“[McCallion] bristles somewhat when I ask her why she ended up endorsing Crombie for mayor over rival Steve Mahoney, especially when Mississauga residents were led to believe she’d stay neutral.

She insists she never said she’d remain neutral; rather that she’d analyze the platforms of those running for mayor and would endorse the platform she felt was good for Mississauga.

“I never endorsed Bonnie Crombie and she knows that … I endorsed Bonnie Crombie’s platform,” she said.

When I suggested that notwithstanding, her endorsement carried tremendous weight, she claims Crombie would have won without her endorsement.

“It would have been close but she was gaining the momentum,” says Hurricane Hazel. “My endorsement just gave her the big win and she knows it.

It was of course at that point I realized the wily Mississauga mayor knew very well what she was doing — that she saw Crombie as the one best to carry on her legacy.”

On that, both Hazel McCallion and I can agree on — Crombie is the one best to carry on her legacy.

Rob Ford campaign strategists take page from Hazel McCallion’s “Friends of Hazel” –launch “Respect Democracy” petition, website….

Well, this was inevitable. Rob Ford’s version of the “Friends of Hazel” have come out with their own online petition and new “We support our Mayor” website.

Ah! The “Friends of Hazel” Rally!

Photographs by Donald Barber and video have confirmed that Team Crombie and Rob Trewartha (senior consultant for Warren Kinsella’s Daisy Group) organized the “Friends of Hazel” Rally. In Trewartha’s case, he actually trumpeted his role to the world via his Facebook page.

Given that tomorrow is the third anniversary of the December 2, 2009 “Friends of Hazel” Rally it’s fascinating to watch the “Friends of Rob” make the same “Defend our Mayor” noises: “He’s done so much for the city”.

Rob Ford even had Don “left-wingers out to get him” Cherry thundering to his defense just like Cherry did for Hazel McCallion at the Crombie/Mahoney-orchestrated “Friends of Hazel” Rally.

Liberal Rob Trewartha. Conservative Nick Kouvalis. SAME. Hired gun political “War Room” campaign strategists. Paid to manipulate minds. Paid to bring American-style politics right here to River City.

Thanks to their ilk, we-Canadians are no longer Liberal or Conservatives. We’re “leftists” or “rightists”.

But here’s what strikes me. How is it that Don Cherry provides unwavering support to both “leftist” Hazel McCallion (her Crombie/Mahoney support teams are both Liberal) and “rightist” Ron Ford?

The reason? What do “leftist” Hazel McCallion and “rightist” Ron Ford have in common? I won’t insult readers here by stating the obvious.

Back in the summer, I read Liberal-insider Warren Kinsella’s “The War Room” as well as “Kicking Ass in Canadian Politics”.

So yesterday I took the “Friends of Rob Ford” video “Respect Democracy” and played Liberal spin doctor. I asked myself, “What would Warren Kinsella and Rob Trewartha do?”

Mississauga’s Cawthra Community Centre renamed Carmen Corbasson Community Centre –and Ghosts of Octobers Past.

October 13th, 2012  

Today the City of Mississauga honoured former Councillor Carmen Corbasson by renaming the Cawthra Community Centre to the Carmen Corbasson Community Centre.

I attended the joyless, perfunctory event and quite frankly it was far more than I could stomach. I couldn’t wait to leave.

Ward 1 Councillor Jim Tovey did his thing as did Mayor Hazel McCallion. I noticed plenty of “Friends of Hazel” in the audience as well.

When you know it was October 2010 that Jim Tovey and Team McCallion used this election “Large Cheque” flyer suggesting that Carmen Corbasson was incapable of thinking for herself, you might have some idea of the emotion I was forced to suppress while there.

And when you know that it was October 2009 when Councillors Mullin, Saito, and Ron Starr called what Corbasson supported a “witch hunt”, you just so resent their presence there.

And when you know that Bonnie Crombie’s swarmy “Team Crombie” actually organized that December 2009 Friends of Hazel Rally, well —

On the bright side I did get some quality time with Councillor Iannicca. Got a Hi from Councillor McFadden. And I managed to flip the bird to no fewer than two of City of Mississauga Corporate Security’s video surveillance cameras!

Thank you Mr. Acting Mayor and I will be brief. Um, let me first say that this isn’t an easy time for any of us around this table just like it’s not an easy time for you. I don’t think we take comfort in any of the decisions we’ve had to make of late. But notwithstanding, we are elected to make some tough decisions and I think that’s the type of comment you’re gonna hear around this table today.

I am not at all overwhelmed by the number of people who showed up, Councillor Prentice. In fact, I’m surprised there wasn’t more.

And I’ll tell you why I’m surprised because we all know Madam Mayor is loved, admired and respected. And I for one moment am not going to take away that from her. For me, she has been a role model in many many ways. We both started here in the City in 1978 and I’ve learned an awful lot from her.

I— my biggest difficulty is, and I hope you can understand and appreciate that when we have in-camera sessions, we are privy to certain comments and information that the general public is not.

For me, the in-camera session on the judicial inquiry opened up more questions than it answered.

I— that Madam Mayor didn’t declare one Conflict of Interest for a 17-minute or a 17-second, whatever it was, I have no problem with that.

I do have a problem that official government documents got changed with no satisfactory explanation.

I do have difficulty that any member of Council, doesn’t matter if it’s Madam Mayor, or me, or anyone else, can have off-site meetings, with a landowner, who has an interest in the City of Mississauga, that is going to financially benefit a member of any one of our families.

That may not be against the Conflict of Interest Act. But in my opinion, I would hope, and it’s my understanding that a judicial inquiry can —and most probably would, depending on their findings —make some very strong recommendations to have either the Conflict of Interest Act or the Municipal Act changed.

That’s simply put, Ladies and Gentlemen, for me —I’m not going to speak, I’ll let the others speak for themselves.

This isn’t about Mayor Hazel McCallion. This is about Governance, how do we improve it. Not only for this municipality, but across the Province. And I don’t know what price tag you put on that. Is it ten thousand? Is it one million? Is it ten million? I don’t know.

But I would like to see this City in particular, and certainly Madam Mayor come out with credibility, integrity and that we all maintain our dignity.

I do thank you for coming out today, Ladies and Gentlemen and I will turn it back to the Acting Mayor.

Rule No. 3

Councillor Expenses:

There are a range of expenses that support a Member’s role in community development and
engagement activities within their ward. For federal and provincial elected officials, these
expenses are often paid for by Riding Association funds. Municipal elected officials do not
have this benefit. Subject to the Elected Officials’ Expenses policy, this section of the Council
Code of Conduct deals with community expense-events, will indicate allowable expenses for
reimbursement and provide guidelines for Members of Council respecting community
expenses related to a Member’s role in community development, and reflecting which
expenses are eligible for reimbursement from a Member’s office expense budget.

1. Raffle tickets, table prize tickets and other gaming tickets are not eligible for
reimbursement.

2. Sponsorship of teams or individuals, such as the provision of uniforms or equipment, are
not eligible for reimbursement.

3. Expenses incurred by Members working during normal meal periods serve a legitimate
public duty purpose, provided that the expenses incurred are reasonable and appropriate in
the circumstances. Reasonable and appropriate expenses are those that are incurred for an
official duty or function; are modest and represent the prudent use of public funds; and do
not involve the purchase of alcoholic beverages.

4. Official duties or functions include those activities that are reasonably related to a
Member’s office, and must take into consideration the different interests, the diverse
profiles of their wards, their different roles on committees, agencies, boards and
commissions. Municipal elected officials will be expected or required to extend hospitality
to external parties as part of their official duties and functions, and it is legitimate for
expenses to be incurred for this purpose. It is legitimate for Members to incur hospitality
expenses for meetings that include:

a. engaging representatives of other levels of government, international delegations or
visitors, the broader public sector, business contacts and other third parties in
discussions on official matters;

b. providing persons from national, international and charitable organizations with an
understanding and appreciation of the City of Mississauga or the workings of its
municipal government;

[With me having so much video, Freedom of Information and “workings” from the Mississauga Judicial Inquiry, I can only interpret Item b two ways. Either Item b is a lie and the City really doesn’t provide “persons from national, international and charitable organizations with an understanding and appreciation of the City of Mississauga or the workings of its municipal government” —or (horrid thought) the City of Mississauga does inform “persons from national, international and charitable organizations” about the City’s unethical corporate landscape of Fudge, Fabricate, Lie, Deny, Stonewall and that the “persons from national, international and charitable organizations” are okay with that!  Back to Page 11 of the Code.]

c. honouring persons from the City of Mississauga in recognition of exceptional public
service and staff appreciation events;

[Re: “honouring persons from the City of Mississauga in recognition of exceptional public service ” Here’s a fun way to spend a weekend. Scribble down the names of all the City of Mississauga’s “Citizens of the Year” hanging up in the gallery outside Council Chambers of City Hall’s second floor. (Say from 1980 to current) Google them, then examine all “Team Hazel” councillors’ election financial statements for 2006 and 2010.

Only then will you gain some insight into the deliberately deceptive silliness of the Code‘s references to “volunteers”, “volunteer services” and “campaign contributions”. Back to Page 11 of the Code.]

d. recognition events for various agencies, boards and commissions of the City;

[In yesterday’s blog, I alerted readers to the true meaning of “community events” —that the majority are simply political campaign events in non-election years. In Item d, the Code introduces the concept of “recognition events”.  The City of Mississauga’s “recognition events” are just like “community events” meaning “political campaign events in non-election years” except more lavish.

The best example of a City “recognition event” is the Mayor’s $350.00 90th Birthday Bash back in February 2011. Another would be the City of Mississauga’s Tribute Dinner to McCallion-Starr-Mahoney-Crombie-Team-Hazel supporter, Victor Oh.  Back to Page 11 of the Code.]

e. ratepayers associations, minor league sports associations and other community groups.

5. Hospitality expenses may be incurred while extending hospitality in the course of
travelling on a duty or function or as a Member of Council, provided the expenses are
reasonable and appropriate in the circumstances.

6. As community leaders, Members may lend their support to and encourage community
donations to registered charitable, not-for-profit and other community-based groups
monies raised through fundraising efforts shall go directly to the groups or volunteers or
chapters acting as local organizers of the group and Members of Council should not handle
any funds on behalf of such organizations.

Members of Council routinely perform important work in supporting charitable causes and
in so doing, there is a need for transparency respecting the Member’s involvement. The
following guidelines shall apply:

a. Members of Council should not directly or indirectly manage or control any monies
received relating to community or charitable organizations fundraising;

[Notice how Item 6 deals only with money to community donations to registered charitable, not-for-profit and other community-based groups, and not moneys/contributions that could potentially slip unnoticed into the Mayor/councillors’s war chests through (say) as the Code puts it so well, “services provided without compensation by persons volunteering their time”? b. Members of Council or persons acting on behalf of a Member shall not solicit or accept
support in any form from an individual, group or corporation, with any pending
significant planning, conversion or demolition variance application or procurement
proposal before City Council, which the Member knew or ought to have known about.

[Oh MY! “ought to have known about”! HAHAHAHAhahahah! Sorry, can’t help it. “ought to have known about”? You mean like how Hazel McCallion “ought to have known about” common law?… Back to Page 12 of the Code.]

c. With reference to member-organized community events, Members of Council must
report to the Integrity Commissioner, the names of all donors and the value of their
donation that supplement the event.

d. Where a Member of Council sponsors and/or lends support to a community or
charitable event, this Code recognizes that all donations are subject to the Elected
Officials’ Expenses policy.

e. No donation cheques should be made payable to a Member of Council or to the City of
Mississauga. Members of Council may only accept donation cheques made payable to
a Business Improvement Association, charity or community group and only for the
purpose of passing the cheques on to such group.

[CITIZEN ALERT! Making “cheques made payable to a Business Improvement Association, charity or community group” ensures they’re tucked safely from scrutiny of any kind. Exempt from Freedom of Information. Example, any cheques written to the annual Mayor’s Gala spring immediately to mind. Back to Page 12 of the Code.]

f. Members of Council should not handle any cash on behalf of any charitable
organization, not-for-profit or community group, and should always remain at arm’s
length from the financial aspects of these community and external events. If a Member
of Council agrees to fundraise on behalf of a charity or community group, the Member
should ensure that payment is received by a means that does not involve cash,
including bank draft, money order, credit card or cheque made payable to the
applicable group or organization.

[See previous comments regarding the non-unit of measure “at arm’s length”. The only thing that Item f accomplishes is to remind Mayor/councillors to have someone else handle the money. Perfect example. Councillor Ron Starr’s annual, Starr’s on the Credit annual fundraiser. Now Starr doesn’t touch the money but his daughter’s company, Elegance on the Move does! So now you know what the City of Mississauga’s Council Code of Conduct means by “arm’s length”! Back to Page 12 of the Code.]

7. Nothing included herein affects the entitlement of a Member of Council to:

i) use the Member’s office expense budget to run or support community events subject to
the terms of the Elected Officials’ Expenses policy section relating to Community
Expense events;

ii) urge constituents, businesses or other groups to support community events and advance
the needs of a charitable organization put on by others in the Member’s ward or
elsewhere in the City;

iii) play an advisory ex officio, honorary or membership role in any charitable or nonprofit
organization that holds community events in the Members’ ward; and

iv) collaborate with the City of Mississauga and its agencies, boards or commissions to
hold community events.

[HAHAHAHAAhahaha. Who’d have thought reading the City of Mississauga’s Council Code of Conduct would be such entertainment! “(C)ollaborate with the City of Mississauga and its agencies, boards or commissions to hold community events.” That’s MYTHissaugaspeak for “conspire with the ‘Friends of Hazel to hold campaign events in non-election years, all in the best interests of the City (of course). Commentary

By virtue of the office, Members of Council will be called upon to assist various charities,
service clubs and other non-profits as well as community associations, by accepting an
honourary role in the organization, lending their name or support to it or assisting in
fundraising. Transparency and accountability are best achieved in today’s era by encouraging
contributors to make donations to such organizations on-line through a website or where that is
not possible through a cheque made payable directly to the organization. Cash should never
be accepted.

[Regarding, the Code’s assertion that “Transparency and accountability are best achieved in today’s era by encouraging contributors to make donations to such organizations on-line through a website.” So how was making donations on-line directly to Michele Starr’s Elegance on the Move website going to best achieve transparency and accountability? As I watched it today, I winced at how unfocussed this video is —just all over the map. But it introduces the vital concept of “sanitized” reports. Sanitized reports/documents/communication is the Key to Mississauga’s success. It was the City of Mississauga’s sanitization efforts that prompted me to warn people today with:

Be it a Corporate Policy, Corporate Report, By-Law, Guideline, those drafting it meticulously weigh every single word. No word makes it on to a City document without Staff’s carefullest of scrutiny. Yes, “carefullest”.

The City of Mississauga’s wordsmiths are especially fond of vague words, like “transparent” and “accountable”. Fact is, words can be so vague as to become meaningless, become atrocities —like “transparent” and “accountable”. Like “appropriate”. Like “subject to confidentiality and disclosure rules”. Like “Trust, Quality, Excellence”.

Examining The City of Mississauga’s Council Code of Conduct, line by line, word by word. (Part 1)

January 6th, 2012  

Back in early December, I read through the entire City of Mississauga Code of Conduct and offered warnings to citizens about this document’s inherent traps. My December 7, 2011 blog, “BEWARE of TRAPS in Mississauga Code of Conduct if filing complaint with integrity commissioner” introduced the most obvious problems.

I’ve had a month to ponder and it’s now time to go through The City of Mississauga Code of Conduct, line by line, word by word. To begin, I will cut-and-paste the City of Mississauga Code of Conduct directly into this blog entry and offer comment/criticism [bold italics square brackets] when the need arises.

The City of Mississauga Council Code of Conduct.

Council Code of Conduct April, 2011

Whereas the Municipal Act, 2001 authorizes municipalities to establish a Code of Conduct for
Members of Council or local boards of the municipality;

And whereas the establishment of a Code of Conduct for Members of Council is consistent
with the principles of transparent and accountable government;

[While it is true that “…the establishment of a Code of Conduct for Members of Council is consistent with the principles of transparent and accountable government…”, the City of Mississauga fails to mention that the only thing “transparent” about The City is the degree to which it avoids accountability. And whereas the establishment of a Code of Conduct for Members of Council is also reflective
of the City’s core values of Trust, Quality and Excellence in public service;

[Warning to citizens: Asserting “the City’s core values of Trust, Quality and Excellence in public service” is fraudulent. their obligation to serve their constituents in a conscientious and diligent manner recognizing
that as leaders of the community, they are held to a higher standard of behaviour and conduct;

And whereas a Code of Conduct ensures that Members of Council share a common basis and
understanding for acceptable conduct extending beyond the legislative provisions governing
the conduct of Members of Council as set out in the Municipal Act, 2001; Municipal Conflict
of Interest Act; Municipal Elections Act, 1996; and the Municipal Freedom of Information and
Protection of Privacy Act.

Now therefore the Council of the City of Mississauga adopts certain rules in the form of a
Council Code of Conduct that further underscore the requirement that elected officials be
independent, impartial, and duly responsible in serving their constituents.

[While it is true that independence and impartiality are basic requirements for elected officials, City of Mississauga “McCallion-backed” elected officials are neither independent or impartial. As has been irrefutably demonstrated at the October 28, 2009 Council meeting, mega-developer Harold Shipp and his fellow “Friends of Hazel” threatened councillors to submit to their will or face defeat at the next election.

The entire Mississauga Code of Conduct/integrity commissioner “Governance Committee” is absurd —simply delivering more-of-the-same Illusion and Pretend.

The Mississauga News reports that “Ward 1 Councillor Jim Tovey was named committee chair, with Ward 9’s Pat Saito elected vice-chair. Other members are Chris Fonseca (Ward 3), Bonnie Crombie (Ward 5), George Carlson (Ward 11) and McCallion (ex-officio member).” All elected officials except George Carlson opposed the Judicial Inquiry.

Indeed a point can be made that this absurd Code of Conduct/integrity commissioner/Governance Committee charade is now an expensive waste of time and resources. With Hazel McCallion (Shipp/Friends of Hazel) in full control of Council, the 2001 Municipal Act, gives McCallion and Her Seven the authority to declare themselves beyond reproach, a shining example of Trust, Quality, Excellence and therefore not needing any Code and related expensive ethical infrastructure. Application

This Code of Conduct applies to the Mayor and all Members of Council (“Members”)

[CITIZEN WARNING! City of Mississauga employees are exempt, meaning nothing has changed since I first stepped into Mississauga City Hall to become a Council Watcher. In a March 26, 2008 Council meeting, McCallion-backed Councillor Pat Mullin stated that an “ombudsman” or integrity commissioner would finally address the ongoing concerns raised by Donald Barber regarding City Staff.

The Code’s statement, “This Code of Conduct applies to the Mayor and all Members of Council (“Members”)” is in fact limiting. City employees still enjoy no accountability, subject exclusively to being investigated by other City Staff—Staff all too eager to cover up for them. (Evidence: video and Freedom of Information)

That nothing has changed since Councillor Mullin’s March 26, 2008 comments that citizens’ concerns regarding the lies and abuses of City employees would finally be addressed through an “ombudsman/commissioner” is itself a lie.

The deception and outright lies that I have already revealed (and we’re not even at the bottom of Page 1 in this Code) should assist the reader is seeing this Code for what it is: Orwellian MYTHissauga doublespeak, to create the illusion of a “transparent and accountable government” .  Back to Page 1 of the Code.]

Framework and Interpretation

1. The Code of Conduct is to be given broad, liberal interpretation in accordance with
applicable legislation and the definitions set out herein. As a living document the Code of
Conduct will be brought forward for review at the end of each term of Council, when
relevant legislation is amended, and at other times when appropriate to ensure that it
remains current and continues to be a useful guide to Members of Council.

2. Commentary and examples used in this Code of Conduct are illustrative and not
exhaustive. From time to time additional commentary and examples may be added to this
document and supplementary materials may also be produced by the Integrity
Commissioner as deemed appropriate.

[IMPORTANT! Beware the City of Mississauga’s use of the word “appropriate”. It does not mean what a reasonable person would regard as appropriate. I’ve repeatedly said it’s not what the City of Mississauga says that you need to know, but rather, what they choose to leave out of their communications. That last statement should read, “supplementary materials may also be produced by the Integrity Commissioner as deemed appropriate for the interests of the City. Back to Page 2 of the Code.]

3. Where an elected official discloses all known facts to the Integrity Commissioner and as
long as those facts remain unchanged, the Member may rely on written advice provided by
the Integrity Commissioner. The Integrity Commissioner will be bound by the advice
given, as long as the facts remain unchanged, in the event that he or she is asked to
investigate a complaint.

4. Elected officials seeking clarification who are provided advice in a general way, cannot
rely on advice given by the Integrity Commissioner to the same extent as advice given in
respect of specific facts. Advice that is general in nature is subject to change when applied
to specific facts that may not have been known at the time the general advice was
provided.

[NOTE: Regarding “facts”.  City of Mississauga Staff are tutored (even instructed) to fabricate, fudge and selectively-report data. To “sanitize”. This propensity for governance-dishonesty—the City’s “Pimpin’ the Positive”has been documented by Tom Urbaniak. Watch this video as I read about fudging a Budget report, page 143 from his book Her Worship: Hazel McCallion and the Development of Mississauga.  Other evidence of fabrication-sanitation of records includes Freedom of Information and video of Audit, Budget and Council meetings as well. 5. Elected Officials seeking clarification of any part of this Code should consult with the
Integrity Commissioner.

6. The Municipal Act, 2001 is the primary piece of legislation governing municipalities
however there are other statutes that govern the conduct of elected municipal officials. It is
intended that the Code of Conduct operate together with and as a supplement to the
following legislation:

• Municipal Act, 2001;
• Municipal Conflict of Interest Act;
• Municipal Elections Act, 1996;
• Municipal Freedom of Information and Protection of Privacy Act;
• Criminal Code of Canada.

[And we’ve learned just how worthless Ontario’s Municipal Conflict of Interest Act is thanks to the Mississauga Judicial Inquiry. In his October 3, 2011 report, Justice Cunningham started that under the Act, Hazel McCallion:

“—promoted the interests of WCD throughout the events at issue in this Inquiry. Indeed, I have found that the co-owners would not have entered negotiations with WCD absent her intervention. Once the Agreement of Purchase and Sale was signed, the Mayor sought significant commercial concessions. She went to great lengths to keep the deal alive as economic conditions deteriorated. And when the co-owners terminated the deal and litigation ensued, the Mayor again intervened to attempt to have the litigation settled.

I pause here to say that the Mayor held the view that provided she declared a conflict of interest in her legislative capacity and refrained from voting at Council or taking part in discussion, she was on safe ground. Currently-certainly, she was correct in her view that the MCIA did not apply to her actions in advocating privately for her son’s company. This may very well point to an inadequacy in the Act. Nevertheless, I have found that her actions were nevertheless improper-improper under the application of common law principles. These principles should be codified. The Act should be amended to make it clear that mayors and members of Council are subject to the conflict of interest provisions both in the legislative and executive functions of their office.”

Ontario’s Municipal Conflict of Interest Act is a worthless, deceptive piece of paper that this province has inflicted on our fellow Ontarians!  See related article, Time to reform local governance in Nova Scotia January 5, 2012 By Tom Urbaniak. Urbaniak writes, “Nova Scotia’s Municipal Conflict of Interest Act is also inadequate. It requires elected officials to avoid taking part in council or board meetings for their personal gain, but has gaping loopholes when it comes to conduct outside meetings. Nova Scotia’s conflict-of-interest legislation is modelled on Ontario’s. A recent judicial inquiry there showed the weakness of that statute.” Back to Page 2 of the Code.]

7. In carrying out his or her responsibilities regarding the Code of Conduct, the Integrity
Commissioner is not limited to looking at the pecuniary interest of the Member, and for
clarity the Integrity Commissioner is specifically authorized to investigate issues of
conflict in a broad and comprehensive manner.

[CITIZEN HEADS UPCRUCIAL STATEMENTS! “[T]he Integrity Commissioner is not limited to looking at the pecuniary interest of the Member” but also “specifically authorized to investigate issues of conflict in a broad and comprehensive manner.”  MISSISSAUGAWATCH will be testing Item 7’s “not limited to looking at the pecuniary interest of the Member” in the upcoming months. Definitions

a. In the Code of Conduct the terms “child”, “parent” and “spouse” have the same meanings
as in the Municipal Conflict of Interest Act:

“child” means a child born within or outside marriage and includes an adopted child and a
person whom a parent has demonstrated a settled intention to treat as a child of his or her
family;

“parent” means a parent who has demonstrated a settled intention to treat a child as a
member of his or her family whether or not that person is the natural parent of the child;

“spouse” means a person to whom the person is married or with whom the person is living
in a conjugal relationship outside of marriage;

b. “Family Member” means a spouse, common-law partner, or any other person with whom
the person is living as a spouse outside of marriage;

• child, includes step-child and grand-child;
• siblings.

c. “Member” means a member of the Mississauga City Council, including the Mayor.

d. “staff” includes the City Manager and Chief Administrative Officer, Commissioners,
Directors, Managers, Supervisors and all non-union and union staff whether full-time, parttime,
contract, seasonal or volunteers.

[NOTE: Important! The Code includes volunteers. The City of Mississauga is extremely careful to select volunteers who share the City’s goals and “vision”. Meaning three words. Friends. Of. Hazel. Video evidence confirms that a surprising number of the City’s volunteers can warble and defend the MYTHissauga Party Line better than City of Mississauga elected officials and even the Commissioners! Two easy examples, Brian “Brave Bold Future” Crombie, Jim “I love you, Hazel” Murray. Back to Page 3 of the Code.]

e. “Nomination Day” means the last day for filing or withdrawing a nomination as provided
for by the Municipal Elections Act, 1996.

Rule No. 1

Key Principles that Underlie the Code of Conduct:

a. Members of Council shall serve and be seen to serve their constituents in a
conscientious and diligent manner.

[“serve… in a conscientious and diligent manner“. Worthless, meaningless motherhood statement. Whoever wrote this doesn’t believe “serve… in a conscientious and diligent” manner for a second. Keep reading. Back to Page 4 of the Code.]

Commentary

Members of Council recognize the public’s right to reasonable access to information in
relation to how decisions are made. The public’s right to access however must be balanced
against the requirement to protect the legitimate interests of the City and the respect for
approved policies of the City.

[The City’s caveat, “The public’s right to access however must be balanced” renders the Key Principle, “Members of Council shall serve and be seen to serve their constituents in a conscientious and diligent manner” illusion —a sucker’s statement. As I keep saying, it’s not the information that they City of Mississauga shares, it’s what they choose to hide  —to withhold/protect, that you really need to know. And it’s that vital information —the material that they wouldn’t want reaching the media— that the City denies access to.

Why? Three reasons. One, the “legitimate interests of the City” comes down to it not being in the interests of the City for the public to know the malfeasance that’s really going on. And second, the City of Mississauga chooses to uphold the public trust by thwarting access to the very information that would confirm the degree to which the City can’t be trusted! Third and best reason of all, denying access is the most efficient, cost-effective way to run a city like a business. Lies don’t cost a single penny. Back to Page 4 of the Code.]

b. Members of Council should be committed to performing their functions with
integrity and to avoiding the improper use of the influence of their office, and
conflicts of interest, both apparent and real. Members of Council shall not extend
in the discharge of their official duties, preferential treatment to Family Members,
organizations or groups in which they or their Family Members have a direct or
indirect pecuniary interest.

[IMPORTANT! “Members of Council should be committed to performing their functions with integrity“. This Code of Conduct has been in effect since December 2010. Seriously! Don’t you think if the City’s Integrity Commissioner was even remotely effective, we’d have seen Members of Council “performing their functions with integrity” by now? Details regarding the ‘improper use of the influence of their office” at a later date. Back to Page 4 of the Code.]

Commentary

Members of Council have a common understanding that in carrying out their duties as a
Member of Council, they will not participate in activities that grant, or appear to grant, any
special consideration, treatment or advantage to a Family Member or an individual which is
not available to every other individual.

[“[T]hey will not participate in activities that grant, or appear to grant, any special consideration”. What fraud! All anyone need do is refer to Sunday’s Mayor’s New Year’s Levee and watch which councillors McCallion/Staff selected to bask in the Media that day. Mississauga City Hall is in Councillor Frank Dale’s ward —the Mayor had no choice but to include him. But Ward 2’s councillors Ron Starr and Bonnie Crombie and Ward 1’s Jim Tovey welcoming in the New Year inside the Great Hall? I interpret that as the Mayor already anointing Crombie as her successor with Starr as Crombie’s make-it-happen guy. As in this MISSISSAUGALife photo. Back to Page 4 of the Code.]

Members of Council are governed by the Municipal Conflict of Interest Act and the provisions
of that statute take precedence over any authority given to the Integrity Commissioner to
receive or investigate complaints regarding alleged contraventions under the Municipal
Conflict of Interest Act.

The Code states, “Members of Council are governed by the Municipal Conflict of Interest Act and the provisions of that statute take precedence over any authority given to the Integrity Commissioner” even though we know this Act allows any elected official to lobby/promote deals bestowing tens of millions of dollars for relatives provided they declare a pecuniary interest at Council meetings. c. Members of Council are expected to perform their duties in office and arrange
their private affairs in a manner that promotes public confidence and will bear

Commentary

Members of Council may seek conflict of interest advice, including a written opinion, from the
Integrity Commissioner however, where members choose to seek external legal advice on
conflict of interest issues, these fees will not be reimbursed by the City of Mississauga and
cannot be charged to any office account.

 d. Members of Council shall avoid any interest in any contract made by him/her in
an official capacity and shall not contract with the City or any agency thereof for
the sale and purchase of supplies, material or equipment or for the rental thereof.

e. Members of Council, while holding public office, shall not engage in the

management of a business carried on by a corporation and shall not profit
directly or indirectly from a business carried on by a corporation that does or has
contracted with the City of Mississauga.

f. Despite subsection e., a Member of Council may hold office or directorship in an
agency, board, commission or corporation where the Member has been appointed
by City Council or by the Council of the Regional Municipality of Peel or by the
Federal or Provincial government.

g. Despite subsection e., a Member of Council may hold office or directorship in a

charitable, service or other not-for-profit corporation subject to the Member
disclosing all material facts to the Integrity Commissioner and obtaining a written
opinion from the Integrity Commissioner approving the activity, as carried out in
the specified manner, which concludes that the Member does not have a conflict
between his/her private interest and public duty. In circumstances where the
Integrity Commissioner has given the Member a qualified opinion, the Member of
Council may remedy the situation in the manner specified by the Integrity
Commissioner.

Commentary

Examples of exceptions include hospital boards, charitable boards, police services boards,
community foundations, the Association of Municipalities of Ontario, the Federation of
Canadian Municipalities, service clubs such as the Rotary Club, Lions Club and other not-for-profit
organizations. Members should exercise caution if accepting such positions if the
organization could be seeking a benefit or preferential treatment from the City at any time.


h. Members of Council shall perform official duties and arrange their private affairs

Commentary

Members of Council shall not participate in activities that grant, or appear to grant, any special
consideration, treatment or advantage to an individual which is not available to every other
individual member of the public. For example, Members shall remain at arm’s length when
City staff or Council is asked to consider a matter involving a Family Member or a prominent
supporter of the Member of Council.

We start with our Number One most important image for 2011.

It was exactly one year ago, December 31, 2010 when Mississauga News online commenter “Prol”, co-designer of the “Friends of Hazel” Rally flyer, left the following comments at the Mississauga News.

My New Year’s Gift to Mississauga – and for a litte entertainment on these pages.I have drafted a letter to our new Integrity Commissioner. When I return to my office on Monday, it will be finalized and hand delivered by my partner – a social acquaintance – to Mr. Rust-D’Eye. Sorry. Ran out of room. To conclude …In the letter I explain how she will conclude that any deviation that his office takes from what SHE thinks it should take will be proof that he is just another “hazelbot” or “liar” or worse. Much worse.

It is because of “Prol’s” online comments that the very next day, January 1, 2011, MISSISSAUGAWATCH began researching all “Friends of Hazel”. Yes. All of them!

The most important thing learned?

That Mississauga Councillors Katie Mahoney and Pat Saito have to know who “Prol” (alternate alias “AV8R”) is! And the biggest (and recent) revelation, is that “Friend of Hazel” Councillor Bonnie Crombie also has to know “Prol’s” identity as well.

So how does one go about researching the “Friends of Hazel”?

I began with the Stop the Judicial Inquiry online petition at www.petitiononline.com/MissInqu/petition.html

What follows is a convenient cut-and-paste of its 1,624 names.

For the record and to be clear, not all “Friends of Hazel” are on this list. For example, “Friend of Hazel” Victor Oh didn’t sign on. Neither did key “Friends of Hazel” Rally organizer, Betty Merkley. Both are conspicuous in their absence.

Equally important, not all people on this Petition list are “Friends of Hazel”. I suspect that many are like I once was —citizens simply suckered by MYTHissauga’s “Friends of Hazel” hype.

More research reveals how bogus the Community Foundation of Mississauga is and that “raised millions of dollars to support the arts, culture and heritage” can mean not a single penny has actually gone to Mississauga’s arts, culture and heritage” but simply into the Community Foundation of Mississauga’s management fees!

“Friend of Hazel” Katie Mahoney’s 2010 Financial Statement was finally released.

Michael Nobrega, CEO of OMERS (Ontario Municipal Employees Retirement System) and former city manager, David O’Brien, an OMERS Board of Director and trustee of the McCallion family trust both contributed the max of $750.00. Both testified at the Mississauga Judicial Inquiry and what performances they were!

Councillor Katie Mahoney was the only councillor to testify at the Inquiry and of what little she could remember, managed to corroborate Nobrega and O’Brien’s version of events. A remarkable feat considering that David “I don’t remember, I don’t recall” O’Brien remembered even less than Mahoney!

My only remaining question is did Nobrega and O’Brien donate before or after Mahoney testified on June 15, 2010?

World stock markets are in tatters. The ass fell out of the bucket. Perfect timing for today’s blog about Hazel McCallion-approved Ward 5 by-election candidates Jake Dheer and Bonnie Crombie!

The TSX down from a high of 13011 a week ago to 11,671 at time of writing. It’s like the Fall of 2008 all over again.

For the record here’s what Mississauga’s city elites were doing on November 8, 2008 as reported by Snap South Mississauga.

22nd Annual Mayor’s Gala

On November 8th, 2008 at Mississauga’s Living Arts Centre, Mayor Hazel McCallion hosted her 22nd Annual Gala Celebration, celebrating her 30th Anniversary in office. This year’s gala saw over 850 guests, with Regis Philbin, from the Regis and Kelly show, performing for the guests and spending some time with Mayor McCallion.The event was all for a good cause and this year’s event raised funds for arts, culture and heritage in Mississauga. Guests laughed the night away as the Mayor and Regis laughed the night away. Guests had a fabulous time this year and will for sure be looking forward to the next gala.

And what was Ward 5 by-election Jake Dheer and his fellow Mayor’s Gala organizers doing on November 8, 2008?

Mississauga city elites were feeling no pain in the last market crash (November 2008)
Turning every ticket dollar into (according to Councillor Nando Iannicca) “this grand fete with the City’s elites. And at the end of the day for every dollar that came in, eighty cents was consumed.” Now that’s a MYTHissauga charity!

And that’s why the only sane response to Mayor’s Gala organizer Jake Dheer’s Ward 5 by-election campaign slogan, “No one runs like a Dheer” is “Let’s hope so”.

And what of the other McCallion-approved Ward 5 by-election candidate, Bonnie Crombie? What was she doing in 2008?

Crombie, former public affairs consultant, threw thousands and thousands of smiles.

Smiles in August 2008, posing with smiling son, Alex, who campaigned for Vice President Federal of the Ontario Young Liberals.

Just like mom who claimed, “I’m meeting with lots of organizations and groups who are asking me to run,” in the Ward 5 by-election, son Alex wrote, “I have been humbled by the overwhelming call for me to run for this position and the immense amount of support I have been given by my fellow Ontario Young Liberals.”   That was in January 2009.

So many calling for Bonnie and Alex to run…

Can an online newspaper comments section be “bombed” with graffiti?

We say yes.

WHY RESEARCH GRAFFITI? MISSISSAUGAWATCH

In our April 19th, 2010 blog, GRAFFITI in MISSISSAUGA: Preliminary Report (April 19, 2009 – April 19, 2010) baseline, we chose to use the Mirriam-Webster definition of “graffiti”.

The functional word here is “unauthorized”.

In their July 14, 2011 Editorial, “Cutting off the dialogue”, the Mississauga News announced:

“We’ve decided to suspend public online commentary on all stories related to the Ward 5 vote and candidates”.

The Mississauga News even cut off commentary on their editorial with “Commenting on this story has been suspended“.

First, we submit that the readers comment section of the Mississauga News online is a “public surface”. Given the internet’s global reach, it’s tough to find a more public, “public surface”.

Metroland, the owner of this “public surface” announced that it was suspending “public online commentary on all stories related to the Ward 5 vote and candidates.”

The meaning is quite clear —any “public online commentary on all stories related to the Ward 5 vote and candidates” is unauthorized.

And what you’d expect to happen did happen. The commenters simply commented on the Ward 5 race in other stories and heaped scorn at the Mississauga News demanding “FREEDOM! FREEDOM! FREEDOM!” and served up “DOWN WITH THE MISSISSAUGA NEWS!”

And this is what the Mississauga News front page looked like on July 16th, courtesy of  “Friend of Hazel”, “Prol”. (“Prol”, we should point out supports “Friend of Hazel” Jake Dheer’s Ward 5 candidacy.)

Having documented some of these commenters, I can confirm how they loathe graffiti artists and taggers. How they refer to them as punks, scumbags and losers.

For the record, what follows are just some of the comments left by “Prol” (alternate alias “AV8R”) after the Mississauga News made its announcement to suspend public online commentary on all stories related to the Ward 5 vote and candidates.

We focus on “Prol” (aka “AV8R”) for one reason. He is an identifiable person, just one of two people who co-designed the Friends of Hazel Rally flyer. The same flyer (in this photo), presented to Hazel McCallion by Lorry Smith (left) and Ron Starr.

We know that “Prol” (by his own admission) is a liar.

He’s also a hypocrite.

Fact is,  “Prol” (aka “AV8R”) was part of a massive “sanitation” squad, deleting entire Mississauga News threads back in April 2010 and again in January 2011. Just three clicks of the “Offensive” feature and comments were erased. “Prol” would click once as “Prol” and log in again as “AV8R”. And likely had a third alias as well.

After all, the “Friends of Hazel” have prospered for decades under Mississauga’s media-barren environment and do their all to keep it that way.

Mayor Hazel McCallion is quite fond of saying that Her Town flourishes with a “team approach”. Witness a TEAM HAZEL’s “Prol”, an e-sociopath doing his all “in the best interests of the City” of course.

This One Message “team approach” is how Hazel McCallion stayed in power for over thirty years.

This morning when I Googled “stopcarolynparrish.com” and Mississauga Ward 5 candidate Paul Kesselman showed up in the search results!

And what a surprise to find Paul “divine providence” Keselman by following the link www.burlington.net/election-2010/paul-keselman!

It’s clear that Paul “divine providence” Keselman, self-described “Proud Conservative” didn’t feel enough “divine providence” to inform Mississauga Ward 5 residents that “-266” days ago he was running for  “Ward 5 City & Regional Councillor in Burlington”. Yes! Burlington!

But by far the most outrageous thing about Keselman is his slimy, swarmy “Real Resident Feedback” section at:  www.paulkeselman.com/bio/real-resident-feedback,

Paul “divine providence” Keselman cuts-and-pastes an anti-Parrish comment that he attributes to former Mississauga Ward 3 candidate, Stephen Wahl.  I saved the entire thread comments and fact is, the comment was generated by alias ehdian on Jul 5, 2011 9:05 AM.  [evidence to follow]

To Paul “divine providence” Keselman, “Real Residents” are the same Mississauga News  “Friends of Hazel” cowards hiding behind aliases: “Mantis”, “freddie”, “tankerone” and “ehdian”. —”ehdian”, who for all any of us know, could be Paul Keselman himself “Real Resident”ing under that alias!

And throughout Paul “divine providence” Keselman’s “Real Resident Feedback” section there are references to stopcarolynparrish.com.

Paul “divine providence” Keselman —American-style politics imported to Burlington’s Ward 5 now setting up “divine providence” shop in Mississauga Ward 5. Absolutely fascinating!

And we’d also said that the two biggest people that you do not want dealing with youth, let alone anything with moving parts is Katie Mahoney and Pat Saito. And the absolute worst of the bunch Katie Mahoney.

So I suspect that that’s where he gets a lot of his influence.

Murray Glassford lists 58 friends. Nothing jumps out. Except this guy. Reminder, Tom Cahill helped with the stopcarolynparrish.com, so we go to Tom Cahill. There he is. And he’s got 414 friends.

And what’s really interesting, very quickly, there she is.

And what we’ll do then now is go to Tom Cahill’s flickr site. There he is.

And when you search on various tags he has, you find “Murray” right —search, there it is right there. Search “Murray”. And there’s Murray Glassford.

And it’s still up. I’m surprised actually. It was uploaded, so it’s May 2009. And there’s a Mississauga, City of Mississauga employee. Community Services.

So there it is. Tom Cahill’s friend, Murray Glassford of stopcarolynparrish.com.

And there is Cheryl. Cheryl Glassford who wrote —Hazel McCallion’s apologeticist  and too happy to, look at this:

“She is accused of going to meetings. Is her personal time not her own?”

So in other words, a mayor can go to meetings that benefit her son —what was it? Ten million dollars? For the hotel complex? As long as it’s her own time?

These people did their ALL the prevent the Mississauga Judicial Inquiry. And of course we now know why that is. There’s all kinds of stuff that spilled out.

[laughs] Including we find out about the Mayor’s Gala, the Community Foundation of Mississauga. On and on and on.

These are the people behind stopcarolynparrish.com whose mission is, heh, to instore [sic] integrity and respectability. And of course you do that by failing to mention to mention all kinds of things.

In fact that’s how Hazel McCallion stayed in power. Failure to mention. Coaching to keep things Positive Positive Positive. And of course have, you know, have, you know, Ted Woloshyn and Ron Lenyk and Jake Dheer your “media”.

Okay, I’m just trying to think what else before I turn this off, but I think that’s it.

We hear a lot about poor ethics and broken promises on the part of politicians these days, and how this breeds cynicism in the electorate. But this is by no means a problem confined to politicians. My office has uncovered many cases of government ministries, boards and corporations making grandiose promises to the public that they not only can’t keep, they don’t even bother to try. They promise a level of service or a standard of conduct that they don’t come close to delivering – forgetting about the public they are supposed to serve.

This kind of puffed-up promise, or “puffery,” as I call it, damages the public trust, fuels cynicism and generally gives public service and government a bad name.

which brings us to:

On Mayor Hazel McCallion’s “telling it like it is” —from Tom Urbaniak’s book Her Worship: Hazel McCallion and the Development of Mississauga (pages 143/144).

Despite McCallion’s tight control, it did happen occasionally that unwanted statements or descriptions slipped into the budget documents. In such instances, Her Worship did not hesitate to chastise the staff. One staff-prepared budget overview contained a statement implying that deferred maintenance was resulting in deterioration of facilities used by the public:

Continuing fundings pressures for capital reserve fund financing in the first six years resulted in significant deferrals of maintenance to the end of the forecast period (10 years). This results in continued deterioration of department facilities and is most noticeable where these facilities are heavily used by the public (eg, community centres, libraries, arenas, park trails and sports fields). Fire and emergency services is also severely impacted by this funding constraint as the training centre and station renovations cannot be funded within this plan. 23

This brought a sharp rebuke from the mayor: the statement should either be retracted or adjusted. This is a very significant statement to me that a roof is going to fall in on some of our buildings. Somebody’s going to pick this up and say “yes, you’re doing a great job on taxes but you’ve got significant deferrals. I think you should take out that statement, redo and tell it like it is.”

Community services commissioner Paul Mitcham tried at first to explain, but then conceded that ‘it’s probably not a good statement.’ He promised it would be taken out.

In the interest of ensuring fair and unbiased coverage for all candidates running in the Sept. 19 Ward 5 by-election, we’ve decided to can the chatter. In some ways, it’s a sad day for The Mississauga News and for community journalism.

Well, what you’d expect from the Friends of Hazel cowards who hide behind aliases to happen did happen. They just commented everywhere else serving up “FREEDOM! FREEDOM! FREEDOM!” and “DOWN WITH THE MISSISSAUGA NEWS!” And I videotaped it.

Why? Because by his own admission,”Prol”, co-designer of the Friends of Hazel Rally flyer lies.

It is Saturday, July the 16th, 2011 and this is what the Toronto Star looks like. And we’ve been documenting the conduct of the co-designer of the “Friends of Hazel” Rally flyer, an individual named “Prol”.

And Mississauga News has suspended comments on their website on anything related to Ward 5 because of such antics as individuals like “Prol”. And you can see, for example, this is a new article on Ward 5 and down at the bottom it says commenting has been closed.

And I have other videotape to show some of the vile comments by “Prol” and the “Friends of Hazel” —that is, supporters of stopcarolynparrish.com and the Jake Dheer candidacy.

And so over here, this is what the Mississauga News looks like on the front page. “Recent Comments” “Prol”  “Freedom! Freedom! Freedom!”.

By “Prol”, “Freedom! Freedom! Freedom!”. “Freedom! Freedom! Freedom!”.

And what has happened is every new article in the Mississauga News where comments are allowed, whether it relates to politics or not —doesn’t matter. You have “Prol” —remember, co-designer of the “Friends of Hazel Rally” flyer, “Friend of Hazel” calling for “Freedom! Freedom! Freedom!”

And to my disgust, “Tony Jackson” has also joined in.

So in every site, these two drop their turds of disrespect at the Mississauga News.

And what I want to do is document that. [Note. The Mississauga News was forced to delete their comments.]  That’s “Wonderettes are marvellous”

We now go to “City master plan wins award” and the same here. And sure enough there they are.

“Shooting suspects try [sic] for bail”. And I tell you, if I was webmaster at the Mississauga News, both these ASSHOLES —and I used to have respect for “Tony Jackson” but I don’t have anymore— would be gone!

Here. “Deer sighting in Port Credit”. I thought, oh, really cool article. And there they are again. Only in this particular one, you’ve got —it was ConcernedResident, who started it. “Comments [on this story] have been suspended”.

“tankerone”, whose response to Carolyn Parrish confirming she was running in Ward 5 called for stopcarolynparrish.com website. And we have again “Prol”. [writing “DOWN WITH THE MISSISSAUGA NEWS!”]

All three, strong supporters of Jake Dheer.

So, this is the mentality. This is —this is how Hazel McCallion stayed in power all these years.

My office has uncovered many cases of government ministries, boards and corporations making grandiose promises to the public that they not only can’t keep, they don’t even bother to try. They promise a level of service or a standard of conduct that they don’t come close to delivering – forgetting about the public they are supposed to serve.

This kind of puffed-up promise, or “puffery,” as I call it, damages the public trust, fuels cynicism and generally gives public service and government a bad name.

In Rick Mercer’s video, “Welcome to Mississauga”, Mercer asks Hazel McCallion the secret of her 30-year reign’s success. Without hesitation she replied, “Well, you have to look after your people.”

MISSISSAUGAWATCH has been documenting the Mayor’s “people” since May 2006.

Today we continue our video report of the Mayor’s “people” —this time real ones, and their website, stopcarolynparrish.com.

This website was created by an on-and-off-again retired City of Mississauga employee Murray Glassford and his wife Cheryl.  We’ve monitored stopcarolynparrish.com since April 2010 when we suspected that at least some of the Mississauga News reader-commenters hiding behind aliases just might be from stopcarolynparrish.com! I can’t stress enough, only “possible”.

Should you take the time to visit that site, please keep in mind that their Mission Statement is “Dedicated to respectability and integrity in Mississauga politics” as you read the comments posted there! Like the the goings-on in Peel itself, issue-driven this site is not.

Why videotape actual net-surfing sessions?

For irrefutable proof of what’s really going on, there’s nothing better than videotape. While today’s video has been edited for brevity, we uploaded the original unedited version up to YouTube in a private location. The original video, from camera on to camera off, is 26:53 minute in length and in two YouTube parts. This provides a “history” then of what a website looked like on a particular date. (You’d be amazed how the Mayor’s “people” remove inconvenient truths once they’re reported.)

“The Friends of Hazel” (aka: the Mayor’s “people”) are truly cult-like in their allegiance to Mayor Hazel McCallion.  And preliminary evidence suggests that of the “Friends of Hazel” cult-worshipers, there are no more rabid “priests” than those commenting at stopcarolnparrish.com.

Anyway we go through and why the interest in Cheryl Glassford? For several reasons, but first being when you go to the Mississauga News website and search for “Cheryl Glassford” —Letter of the Week, Editorial.

July the 10th, 2009, she sent a Letter to Mississauga Councillors saying that she’s really disappointed with the “disintegration of morale in our city council” and that she was “appalled”.

And you know, very, very very much against Carolyn Parrish, And that in itself isn’t —I got no problems with that.

The problem is the way that Cheryl Glassford, and her website. also with her husband, stopcarolynparrish.com —and the problem that I have is their Mission Statement, Carolyn Parrish causing “further embarrassment” to the City.

The “embarrassment” to the City is the Truth that is spilling forth like turds in a plugged-up toilet.

And there she is and a reminder she had “Full Disclosure” here, saying that yes, her husband “was a City of Mississauga employee until his retirement in 2008. And then fails to mention that in the election year, where is it, Murray Glassford here.

Under “Info”, mentions that he was a temporary labourer in the 2010 season from April 2010 to November 2010, which happens to be the election year.

So you’ve got a City of Mississauga employee double-dipping —first in pension and then also as being employed as a temp. Also being active in the stopcarolynparrish.ca [sic] website. And —er dot com, pardon me.

And then that draws the question, the political neutrality of City of Mississauga employees.

And then we got back. She’s written another letter —right there.

And she talks about “facts” and we got a lot of facts coming out of the Judicial Inquiry. And they don’t correlate to Cheryl Glassford’s concept of “facts”.

A reminder too that Cheryl Glassford organized —helped organize the December 2nd. 2009 “Friends of Hazel” Rally that did their best to oppose the Judicial Inquiry.

MISSISSAUGAWATCH reporting July 5, 2011 while surfing Phil Green’s “Cancel the Mississauga Judicial Inquiry Now” online petition.

Phil Green. He started it.

But if you look at the first 24 signatures.

These people rank high in the list of people who do not want citizens of Mississauga to know what’s really going on.

And notice in the first four, you’ve got both Cheryl Glassford and Murray Glassford signing this petition to stop the inquiry. Why?

And the other guy that’s really interesting is at #17, one Mike Webster who we have already confirmed has a website called web-tech.ca and signs in, let’s see —the (Canadian) Airgun Forum and Zombie, I forget what it is, Zombie-something (Zombie Hunters Forum) as “Mantis”.

And said that, we’re going to deal with Mike Webster, he’s quite the beaut, at another time.

So why are we so interested in both Cheryl here and Murray, we are researching the kinds of people who support Hazel McCallion. The ones who [speaking in a whisper] don’t want Mississaugans to know what’s really going on.

 So back at it.

What do her [Facebook] friends reveal, because there’s only 39 of them.

Well, Betty Merkley. She was a key in organizing —and in fact, on October the 28th, [2009] she was a speaker in front of Council and helped organize, key in help organizing the “Friends of Hazel” Rally, December 2nd, 2009.

And when you look, Betty Merkley has only five friends.

And we’ve already had Rob Trewartha, who had written just recently a letter to the editor of the Mississauga News. We’ve dealt with Rob Trewartha.

And he listed all kinds of friends, all manner of information, including his photographs. I mentioned that at the Mississauga News and now Rob only shares profile information, you know, people he knows.

—including photographs of him and Hazel and him admitting, “Yes, I’m a political hack”. You could already tell that from his letters.

There’s Cheryl so you can see that there’s a link there. And Jonathon Crombie. Is that Bonnie Crombie’s kiddie? We don’t know. Would be interesting to find out though.

And I always want to go back like that just to show that it is a computer screen and I’m working at it right now.

And Hazel’s lapdog here —this is from the Mayor’s Gala’s website. So you can, you will not be able to expect any kind of objectivity from —that guy.

Again, just going back. There’s Cheryl Glassford. We have also Councillor Pat Saito. And a reminder. We have Freedom of Information and also been videotaping Mississauga Council since oh, December 2006.

There’s only one person who deceives citizens more than Councillor Pat Saito and that is Katie Mahoney. And I should add that Councillor Pat Saito was a former City of Mississauga employee as well.

Well. There’s no time like the present to explore exactly WHO is behind the website, stopcarolynparrish.com.

Here is stopcarolynparrish.com and they are saying that they’re “Dedicated to integrity & respectability in Mississauga politics”.

When you go to their Mission Statement— the “Full Disclosure“, from Cheryl Glassford is that yes, “my husband was a City of Mississauga employee for 34 years until his retirement in 2008. It has been brought up by Carolyn Parrish but I fail to see the connection to this issue.”

Something like conflict of interest, we’ve got a City employee who is being politically active when the Standard of Conduct says that employees are supposed to be seen as politically neutral.

Another thing is, of course, that this is supposed to be “Full Disclosure“, failed to disclose that her husband worked at the City of Mississauga during an election year.

Here is Murray Glassford’s Facebook page as seen on November, or-ah-yeah, November 26, 2010.

There he is, kind of blurry picture but what can you do?

And he says that yes, he’s retired, he was a former manager of Parks Operations —I have a lot of information, Freedom of Information on City of Mississauga Parks and Rec managers.

And you see that he’s a temporary labourer at the City of Mississauga BraeBen Golf Course in the 2010 season. So so much for “Full Disclosure” here. And then on top of it, stopcarolynparrish.com —I think under “News”, sorry, likely it’s under “News”, uh-yeah.

They want to thank two people, Kerry Applin but also Tom Cahill for their help in the programming [sic] of stopcarolynparrish.com.

When you go and Google “Tom Cahill”, you get to his Facebook page  —pardon me. Sorry. You get to his Flickr page. And it looks like that.

It is Saturday, February 12th, 2011 and I’m parked here in a very primo spot at the Mississauga Convention Centre. It is 5:34 pm and the reception for Hazel McCallion’s 90th birthday begins in roughly half an hour.

Now just to be clear, tickets for this particular event are $350.00 each. And yes, I’ve actually spent $350.00 to be in there tonight. And I just want to go onto the record as to why.

There’s been a lot of discussion about Mayors’ Galas both in Brampton and here in MYTHissauga. And from what I can gather and having read about the Brampton Mayor’s Gala and Hazel McCallion’s golf tournament galas and the November Galas and now this particular Gala —and what we know from the Mississauga Judicial Inquiry, I gotta go! I’ve got to go!

Because there’ll be something like, I believe, 1300 people showing up at this [sic actually 1000 were expected]. And the 90th being a big thing, I figure that if Corruption were a physical thing with Mass and Volume, it’s likely difficult to find more Corruption under any one roof in Canada today than right in that building.

And I have to see it.

I have to see all of those people who are part of the Cult of Hazel.

What is there to say?

I still don’t quite get how this Mississauga Campus could be named Hazel McCallion Campus. It’s —George Orwell was so right in who controls the past controls the present, who controls the present controls the future [sic].

But above all, who controls the Money, who controls the Media, who controls the Communication and the Propaganda, triumphs.

And this is a Triumph here for uh —you know I’m still gob-smacked, I’m still gob-smacked, how –just how, how you can get this.

And, uh —I’m reminded of what a 19-year old wrote me in email. The System is too corrupt —there is no way to fix it. There it is back there, testimony to the fact that he’s right.

And you gotta wonder, you gotta wonder how many other politicians that we’ve learned about from Sir John A. Macdonald forward was really the truth or whether it was just revisionist history, like what we see here.

Loathing authentic scrutiny, Hazel McCallion chastizes National Post’s reporter, Megan O’Toole regarding leaked emails

Last Blog I reported on Hazel McCallion’s “Friends of Hazel” and their Orwellian DELETION/ERASE operation of hundreds of readers’ comments at the Mississauga News. The “Friends of Hazel” Great e-Rase  continues unabated.

In this blog we deal with Hazel McCallion herself and her bullying and intimidation of reporters deemed to be “negative” and fueling controversy.

In his article, “Councillors compare leaked memo to Wikileaks” Toronto Star Urban Affairs Reporter San Grewal observed:

During Wednesday’s council meeting, Councillor Katie Mahoney, a McCallion ally, asked for an investigation into who forwarded the memo to the media. “I would ask IT (information technology) come do a search of all my equipment in my office and my home,” she said.

Mahoney went on to compare the situation to the recent Wikileaks controversy and suggested all members of council should have their homes and offices searched.

“In my opinion, it’s a cowardly act,” she said of the leak. “I ask if anyone wants to own up right now, publicly.” She then paused. “No one. I’m talking about a search of my staff’s equipment as well as my own.”

Councillor Ron Starr, another McCallion ally, continued the theatrics. “Within minutes, within minutes, the media has copies,” he said of Friday’s event. “It becomes a toxic environment because we’re looking over our shoulders the whole time. I think it’s totally unacceptable and we’ve got to stop this.”

Translation: Ron Starr’s reference to “toxic environment” is MYTHissaugaSPEAK for “authentic scrutiny”.

True to form, Hazel McCallion was not kind of scrutiny yesterday —this time going after National Post reporter, Megan O’Toole. O’Toole was in attendance inside Council chambers observing the General Committee meeting.

Like her cult-worshippers, “Friends of Hazel”, McCallion herself spit venom to malign the Press and media, accusing them of foaming up mistrust for government.

After Council went in-camera I filed this report. So, here’s the video and the transcript.

I returned from my two months on Maui to find that I no longer have the luxury of coming to Mississauga Council meetings —be here at 9 o’clock and stay for however long it takes.

So my data collection is essentially over and it’s now at a stage where I report what the video evidence has determined over, I guess, since December 2006 when I began videotaping Mississauga Council. Freedom of Information since January 2007.

And I will go on record now and say that City of Mississauga staff lie, and there is a genuine, substantiated reason why you mistrust government. Because government lies. And the staff right up to senior do. And I have that on video. That’s why I’m able to say that with —as a statement of fact, instead of allegation.

I’ve experienced it all.

December 21st, I was on the top, in the crater-summit of Haleakala on winter solstice at exactly 1:38 pm Hawaiian time. And I gave own oath which is to tell the story about MYTHissauga from the very first utterance —or audiotape that I ever made, which was May 5th, 2006 —when the City Manager said, We don’t have, “We don’t just have pockets of Excellence in this organization. We have Excellence throughout.”

I spent four years saying, “Uh uh uh, that’s not the case at all.”

And that’s what I want to explain. That the mistrust that is occurring and it’s kind of bubbling up in the United States right now talking about mistrust of government and the heated rhetoric there. Yes, the rhetoric is heated, but make no mistake that the mistrust of government is justified!

And I can’t talk about Federal government. I can’t talk so much about Provincial government. But have I got the goods on municipal government.

You have to mistrust. Because otherwise [whispers] they’re gonna feel you up in your sleep!

Mississauga Minutes don’t record Hazel McCallion’s Contracts Comments –even when the Audit Chair expects them “in the record”

In our March 17, 2010 Blog, What the MISSISSAUGA JUDICIAL INQUIRY investigators will be up against… When Minutes Don’t Matter, I detailed how the minutes summarizing my February 3, 2010 deputation before General Committee were manicured to minimize the concerns that I’d raised on a number of issues pertaining to City of Mississauga Staff non-compliance to policies, procedures, guidelines and legislation.

I’d be prepared to bet that 90% of those attending the December 3rd “Friends of Hazel” Rally wouldn’t see anything wrong with minutes glossing over citizen input —provided it wasn’t theirs.

Today, we present special video. It’s the best way that I know to demonstrate that even Audit Committee meeting minutes are manicured and no one escapes from having their voices CUT TO MUTE.

This time that voice is Hazel McCallion’s.

THE SEPTEMBER 24, 2007 AUDIT COMMITTEE MEETING MINUTES SHOW NO RECORD OF HAZEL MCCALLION TALKING LET ALONE GIVING THIS WARNING.

What follows is video of the September 24, 2007 Audit Committee meeting. While the minutes show McCallion as “Present”, video confirms that the Mayor did not arrive until 9:55 or 45 minutes after the one-hour meeting began.

But once there, Mayor McCallion sure had some important things to say about the report on the Capital Maintenance Contracts Audit – Facilities & Property Management Division. To her credit, Madame Mayor minced no words, calling it “a very bad report. One of the worst that I think I’ve ever seen.”

As we know, contracts blow up at the City in subsequent years. A group of sub-contractors got stiffed for tens of thousands in 2009-2010 because Facilities and Property Management did not do due diligence. Given all that’s happened at the City, that the Mayor’s warnings regarding contracts were not recorded into the Audit Committee minutes weighs heavy now.

Especially when there’s a Judicial Inquiry in the wings that is set to explore how the Enersource contract got mysteriously changed.

To be clear, the minutes of the September 24, 2007 Audit Committee meeting record Hazel McCallion as being silent throughout the meeting. There is zero mention of her making any comment let alone something as vital as:

Let me draw your attention to one thing in this report that bothers me more than anything. Because that’s what happened in Toronto. Staff changed contracts.

And that’s what happened here. Now it isn’t big, I assume. But the point is that Staff thinks that they can change a contract. I mean that is serious. Because it happened in Toronto and that was a big one.

If it can happen in a small one it can also happen in a big one in Mississauga. And that really—

The one that bothers me most is a change of contracts.

The City creates manicured minutes that don’t reflect Reality. That minimize, indeed mask problems. Elected officials approve those minutes. Chronic.

That’s why I say that Staff are beyond the control of elected officials. And it’s why I believe that this Staff, (who McCallion herself observes, “thinks that they can change a contract”) are fully capable of changing an Enersource contract.

—well written, and certainly identify the objectives very well upfront too. And I like the way of style the reports were written, but I have no further comments.

Mayor McCallion, just to [inaudible] here that we have finished the two reports. And any questions —I know now, any questions on the Capital Maintenance Report.

Ken has left and Raj but if you want to go ahead and make your comments, at least they can be —you know, so we can get them in the record.

I apologize for being late. I had a speaking engagement in Oakville.

I have real concerns about this report, I have to tell you. I don’t think I want to go over all the questions but, it certainly doesn’t represent our philosophy of running the City like a business. I would say I have a number of questions.

It’s a very bad report. One of the worst that I think I’ve ever seen.

So I have real concerns about it. I just can’t believe some of the things that are not done. I don’t know if you folks asked questions.

MISSISSAUGA COUNCILLOR PAT SAITO (CHAIR):

We did. And I’ve had —looking at your notes they’re identifying all the same issues.

MISSISSAUGA MAYOR HAZEL MCCALLION:

I just say extremely disappointed in the report.

MISSISSAUGA COUNCILLOR MAJA PRENTICE:

There has been the suggestion for Janice to go over these issues up [sic] with both Works and Community Services as well to ensure that the proper process is in place not just in Facilities and Property Management but through the other areas of—

MISSISSAUGA MAYOR HAZEL MCCALLION:

[inaudible] I want to meet with Janice on it —I just, I don’t want to go over the questions. I think you can see that I marked the—

MISSISSAUGA COUNCILLOR PAT SAITO (CHAIR):

Yeah, and we did raise all of the issues that I think you’ve got marked there —we did raise and the one thing, Madame Mayor that was pointed out in the presentation is that for fourteen recommendations in this report, thirteen of them have now already been implemented.

MISSISSAUGA MAYOR HAZEL MCCALLION:

Yeah—

MISSISSAUGA COUNCILLOR PAT SAITO (CHAIR):

So all of those issues that we raised concerns about and you’re raising concerns about —they’re very serious concerns have been addressed and have been dealt with.

MISSISSAUGA MAYOR HAZEL MCCALLION:

They shouldn’t have existed.

MISSISSAUGA COUNCILLOR PAT SAITO (CHAIR):

They shouldn’t have been existing.

MISSISSAUGA MAYOR HAZEL MCCALLION:

That is my concern. It’s not a good report.

And that was why as you recall, when we did the Works Capital Maintenance, we had put a lot of these safeguards already into place there.

MISSISSAUGA MAYOR HAZEL MCCALLION:

Yes.

MISSISSAUGA COUNCILLOR PAT SAITO (CHAIR):

And this is why I said to Janice that I was kind of surprised that this Department wasn’t implementing what had already been done in the previous department.

So to make sure that all of this gets put into the other Departments that deal with Capital Maintenance as well.

So, not to do another audit on them. Just make sure that they’re following these recommendations.

MISSISSAUGA MAYOR HAZEL MCCALLION:

Well, yuh, I mean the fourteen, fourteen recommendations covers [sic] our concerns.

MISSISSAUGA COUNCILLOR PAT SAITO (CHAIR):

Yeah.

And I just hope that they’re not only implemented, but that you will follow them up to make sure that they continue to be implemented but there’s laxity—

There’s laxity somewhere in the operation.  I—

There’s a new manager in that area today. I mean that’s one of the— you know that was not, it was not as a result of the audit, but I think in my view, we’ve got somebody in managing in that area today who would be far more effective in looking at those kinds of processes.

So I think that’s something, an asset that we have that we haven’t necessarily had.
