Who would have guessed —who would have guessed, that right here, is the Stronghold of the Ontario Liberal Party? Who would have guessed?

How many people really know, the degree to which Mississauga runs this Province?

Everyone thinks it’s in Toronto, no, it’s right there!

And she’s been Vice-President or President or Mover-and-Shaker of AMO [Association of Municipalities of Ontario] since 1977! 1977.

Oh! And. Do you want to know who the next person’s going to be? The next person to provide stability, for public employees —right there.

Expect it to go from there—

to there.

Just like the Liberals are going to win.

And just so that you know, I’m liberal —have been liberal since the mid-60s. And yet won’t be voting Liberal tomorrow. Or NDP. Or for Hudak.

I can’t stand being in a situation where I am witness to other people being lied to. Basically what a lie is, is somebody telling someone else, “You’re stupid enough to believe it.”

Mayor Hazel McCallion endorses Kathleen Wynne and calls for Liberal Majority, May 14, 2014

I supported her as leader of the Liberal Party and I still support her as Leader of the Province.

We’re looking forward to an election in [sic] June the 12th. Uh. The last thing the Province needs is a minority government.

You know this gas plant has taken over —far too much. Terrible mistake. Water under the bridge.

Local government is uncertain in the Province of Ontario because of the minority government.

So I look forward to this election —changing things in the Province of Ontario. And that is, getting rid of R—of minority government.

And there’s this kind of acceptance that all of the politicians lie. The Staff lie. [laughs] You even had Bonnie Crombie talk about how the public at this town hall meeting wasn’t aware of regulations and by-laws. Well, neither do the Staff! And the ones that do know about the regulations and by-laws —they fail to comply to them.

So like, what the hell. Who cares? Right? Who really cares?

So, and once I accepted that —once I accepted “Who really cares?”… Like tomorrow, tomorrow, watch this. Ontario is going to vote in the Wynne Liberals. I’ve accepted that. And you know, that’s still better than Hudak and the Conservatives going in. I get that too.

But what the public is saying is “We don’t care about lies. We don’t care about scandals. We don’t care about a billion dollars being flushed down the toilet. [laughs] We don’t care about that!”

Well. Okay. And if you don’t care about that, why do we have an Integrity Commissioner? Why are we paying him $250 an hour to sit there during Governance Committee? Why do we have the Council Code of Conduct?

Whothefuckcares? Let’s stop the Pretend. ‘Cuz it’s really expensive, right? And all those Staff sitting there for Governance Committee?

Like, let’s start a Brave-New-Bold Future where we say, “Nobody cares about integrity, lying, scandal and everything else, so let’s stop the Pretend. ‘Cuz it’s expensive.”

So instead of having an Integrity Commissioner here for $250 an hour, take that and put it towards more PSWs for old people. Or free swims for kids who can’t afford it.

Like. Just Quit the Pretend.

Steve Mahoney: The SYMBIOTS of MYTHissauga –Mississauga 2014 Mayor Campaign Analysis

Every established politician has his share of what MISSISSAUGAWATCH refers to as “Symbiots”.

Don’t try Googling “symbiots”  –we just made it up. We define “symbiot” as one who engages in symbiosis.

In his testimony at the Mississauga Judicial Inquiry, OMERS President, Michael Nobrega referred to those who engage in symbiosis, (for example, those who cling to Mayor Hazel McCallion) as “hangers-on”.

We’ve determined that some Symbiots hang onto Hazel McCallion so tenaciously that we’ve come to refer to them as “Cling-ons”.

So we raise the inevitable question: what makes a person or group actively support (hang-on) to a politician?

We believe that Justice J. Douglas Cunninghams, has the answer. He wrote:

“A review of the interaction between the mayor and various players in relation to the WCD deal suggests
  that those who are fortunate enough to enjoy friendships with the mayor have derived benefits from
  those relationships.”

Symbiots have “derived benefits from those relationship”, be that with Mayor Hazel McCallion or any other politician.

This raises another question: What, if anything, can we learn about a politician by researching his Symbiots?

By example, what if you knew absolutely nothing about a politician and your only source of information comes from what you can learn about his “hangers-on”?

And that raises three other questions: So who are MYTHissauga’s Symbiots? And why?….

And.

WHO wins BIGGEST if Steve Mahoney does?…

And then there’s FORD NATION…

“The McGuinty we never knew” telegraphs the McCallion we never knew

It’s been June 29th, 2013 since my last blog and fact is, it really doesn’t matter if I ever write another one. I’ve achieved one of the goals I set out for myself and it explained precisely why it really doesn’t matter if I ever write another blog —or any other thing again.

I found The Answer. Quite literally —found it.

Back in November 2008 the Liberals released the McMurtry/Curling Review of the Roots of Youth Violence Report.

I responded with three December 2008 blogs summarizing this $2.7 million study that failed to file a single Freedom of Information request as part of its “research”.

In so in December 2008 I set out to find The Roots of Youth Violence and what extraordinary good fortune for me that my research base was Mississauga! Fact is I don’t think I’d have stumbled on The Answer had I not filed Freedom of Information in this, Ontario’s —possibly even Canada’s, most influential city.

As you can see even back in December 2008, I’d suspected that the Roots of Youth Violence were somehow connected to a lack of accountability at the local level, in municipal government itself. Back then Freedom of Information had already confirmed the failure of City of Mississauga staff to comply to the City’s corporate policies, procedures and even provincial legislation.

Back then I still stupidly believed that if I could just let Mayor Hazel McCallion know what I knew this “honest” Mayor would ensure a couple of heads would roll and she’d return everything back to the “tight ship” she hailed to run at the City.

Trust me, I just couldn’t have gotten stupider than that.

Think of all that’s happened politically since November 2008 in Mississauga and in Ontario. The Mississauga Judicial Inquiry revealed that the “Honest” Mayor isn’t quite so honest.

Back in the day I wrote my local MPP Bob Delaney and even approached MP Bob Dechert for help —to investigate the lack of accountability at the municipal level.

That’s right. I turned to both the Province and Feds to stop the lying and investigate the City of Mississauga’s unaccountable ways.

Fast-forward to 2013 and we see the immoral political slimefest that is Stephen Harper’s Conservative government. And Dalton McGuinty and his despicable Ontario Liberals have surely set new lows in this province.

I once referred to the City of Mississauga as disorganized white-collar crime. Little did I know at the time, “disorganized white-collar crime” was the perfect descriptor for the Harper Government —and especially Premier Dad’s.

I submit even as Premier Dalton McGuinty announced a study into the Roots of Youth Violence back in 2007, that he knew the Root! McGuinty knew and he only had to look in the mirror.

This week I stumbled on a Globe and Mail article that I read back in October 2012, but I just didn’t get its true significance at the time. But add the January 26, 2013 Ontario Liberal Party leadership convention that saw Puppet Master Hazel McCallion sit-mighty in Kathleen Wynne’s box stringing her MPP Charles Sousa into Wynne’s ranks and you can paint Mississauga Liberal-Red.

Now add McGuinty’s Emailgate.

From Ontario’s Information and Privacy Commissioner Ann Cavoukian’s special report “Deleting Accountability: Records Management Practices of Political Staff.”

“It truly strains credulity to think that absolutely no records … responsive to the Speaker’s ruling were retained”…

“It is difficult to accept that the routine deletion of emails was not in fact an attempt by staff … to avoid transparency and accountability.”

That’s right. I looked to MPP Bob Delaney and the Liberal government that deletes emails “to avoid transparency and accountability” to try and hold the City of Mississauga accountable!

You just can’t get stupider than me.

Re-reading Adam Radwanski’s “The McGuinty we never knew” provided the answer that zipped over my head back in October 2012.

This part:

In between his first campaign and his second, Mr. McGuinty also significantly overhauled his office. That included bringing in some cutthroat political fixers, ruthless about heading off dissent, unapologetic about stroking interest groups that needed to be stroked, and generally willing to do whatever it takes to win – a group headed by a Windsor organizer named Dave Gene, who has been in the office ever since.

“You judge a leader by the people he chooses to be around him,” a long-time insider says. “And he chose some of the most ruthless operators to be there to help him implement his vision.”

In conversations, several senior Liberals suggested that in opposition and then in government, Mr. McGuinty chose to “outsource” politics. Others would do his bidding, while he stayed on the high ground, focused on broader policy areas– health care, education, the environment – that excited him.

The KEY! To Dalton McGuinty.

To Hazel McCallion and her City of Mississauga. Same.

For the record, there's considerable evidence that the "Friends of Hazel" (McCallion) and Bonnie Crombie "political fixers" are one-and-the-same.

Both relied on “cutthroat political fixers, ruthless about heading off dissent”, “some of the most ruthless operators to be there”, “while [McGuinty/McCallion] stayed on the high ground”.

I’ve been researching Hazel McCallion’s “Friends of Hazel” since October 28, 2009 and agree with that long-time insider and several senior Liberals that the “Friends of Hazel” are indeed  “cutthroat political fixers, ruthless about heading off dissent” and “some of the most ruthless operators” this country ever crapped out.

It should comes as no surprise too, that at least some of McGuinty’s “cutthroat political fixers, ruthless about heading off dissent” and “some of the most ruthless operators” are also Hurricane Hazel’s.

And I know this sounds perverse, but I’m happier than I’ve been in years. I’ve found the Roots of Youth Violence and they are the same roots that keep the Poor poor, provide substandard care in Ontario’s nursing homes and the source of all manner of society’s ills.

In our June 1, 2013 blog, we introduced Mississauga News online commenter “Prol” who also used the alias “AV8R” until he accidentally outed himself.

Why is Prol of interest? For lots of reasons but mostly because Prol co-designed and printed the “Friends of Hazel” rally poster —The very poster that Carolyn Parrish ripped up in a restaurant back in December 2009.

It is NOT a myth. YOU DID IT! It is YOUR actions that made it a “legend”. It was NOT a “postcard” it was a poster. I would know as I co-designed it and printed it. What does it matter whether the poster had the Mayor’s picture on it? (That’s MAYOR with a capitol M btw) There may be some minor embellished elements to the story floating about. So what? The truth is still that you continually expose your classless side and try to mitigate it by redirecting attention and blame it on others. The voters of Ward 6 had enough of it and you lost. Now step aside. It’s time to move on!

Here are just a few hints that Prol shared about his true identity in his Mississauga News online comments.

1. He co-designed and printed the Friends of Hazel Rally poster –the very poster that Ron  Starr “gifts” Hazel McCallion at the official opening of his campaign headquarters.

2. Prol implies that he’s attended at least one Mississauga Summit.

3. Best of all he announced that there are photographs with him and David Suzuki. Prol wrote, “There are pictures of me at an event celebrating with David Suzuki.”

As we all know, the word “pictures” implies more than one photo.

On the third anniversary of the December 2009 “Friends of Hazel” Rally, MISSISSAUGAWATCH examined Rally photographs taken by Donald Barber —just to see what could be seen.

Three years ago, neither Barber or MISSISSAUGAWATCH knew who organized the “Friends of Hazel” Rally –a rally to oppose and stop the Mississauga Judicial Inquiry.

The December 2, 2009 Mississauga News article, “Hundreds back mayor” simply reported that “The event was hosted by The Friends of Hazel, a grassroots movement comprised of concerned residents of Mississauga.”  Real estate agent Betty Merkley was heralded as a “key organizer” of the Rally but it’s more likely that her primary role was to be the Rally’s citizen-grassroots “face”.

Three years later, MISSISSAUGAWATCH can now confidently tell you there was nothing “grassroots” about the “Friends of Hazel” hosts!

Donald Barber’s photographs provided remarkable insights into that December 2, 2009 evening —the most important being those taken after the Rally was over. Barber’s photos show row upon row upon row of empty chairs —and two groups of people engaged in what appears to be urgent discussion.

Photographs by themselves only capture the briefest of moments. Photos may be worth a thousand words but they’re not that much to go on let alone draw any conclusions.

It was the Jun 14, 2011 Mississauga News Letter to the Editor by Rob Trewartha that proved instrumental in finally confirming exactly who organized the “Friends of Hazel” Rally.

Trewartha’s letter complained about the cost of the Mississauga Judicial Inquiry as “$25 per Mississaugan” and he wrote, “I want my $25 back.”

So I Googled “Rob Trewartha”.

Long story short back in June 2011 as Trewartha wrote his Letter to the Editor creating the illusion he was just a regular Mississauga concerned resident, he was in fact, senior consultant at (Liberal insider) Warren Kinsella’s  Daisy Consulting Group. Trewartha also worked at Daisy Consulting back on December 2, 2009 as well.

Rob Trewartha’s Facebook page provided a goldmine of political information —and Trewartha proved to be one of Betty Merkley’s just five Facebook friends. What luck! But by far the most important stepping stone to researching exactly who organized the “Friends of Hazel” Rally came from Trewartha himself.

A November 26, 2010 Facebook entry has Kyle Kerr asking what Trewartha was doing in a photograph smiling next to Don Cherry. To which Trewartha replies:

“At last year’s rally for Hazel. I helped to organize it. Grapes was one of our guest speakers in support of the Mayor.”

Add to this confession photographs and video of Trewartha actively organizing at the December 2, 2009 “Friends of Hazel” Rally and Warren Kinsella’s Daisy Consulting’s Rob Trewartha is quite the spin doctor.

For example, a YouTube video featuring Warren Kinsella sketching Stephen Harper as a silly cowboy turned into a Rob Trewartha “I am Canadian and Stephen Harper is not my leader” Facebook Group.

And who can forget Patrick Mendes’ memorable words to his fellow Friends of Hazel when he proclaimed, “We are the wind in Hurricane Hazel!” Truer words were never spoken. “Friends of Hazel”: So much Wind. So little Truth.

And Surprise! By December 2011 Trewartha became Councillor Bonnie Crombie’s executive assistant.

And Surprise! Surprise! By December 2012, the Toronto Star had its own experience with councillor assistants —this time Ford Nation’s.

Of a Rob Ford administration 26-name list of preferred appointees, the Star writes:

In an attempt at damage control, Ford’s backers on the civic appointments committee insisted they had no knowledge of that and accused Crean of conducting a politically motivated “witch hunt.” The mayor himself said the notion that his office had rigged the process by circulating a list was “an outright lie.”

Now, it turns out that assistants to councillors Giorgio Mammoliti, Michael Thompson and Jaye Robinson were all sent “the mayor’s choices for short-listing” by a Ford staffer. Emails, obtained through the freedom-of-information process, show the supposedly non-existent list had 30 names. All three councillors receiving the missive were on the mayor’s hand-picked executive committee and the civic appointments committee. As reported by the Star’s David Rider, all claim their assistants never showed them the list. And their assistants have somehow lost all memory of having received such an email from the mayor’s office.

It’s not the pathetic denials that shock in this case. Politicians, as a group, have a reputation for playing fast and loose with the facts. What rankles is that — even though a list had obviously been issued — certain members of the Ford administration set out to smear Crean’s reputation as an unbiased upholder of public integrity.

That’s unconscionable. These people have no shame.

Mayor Rob Ford gets support from Mississauga Judicial Inquiry Judge Douglas Cunningham on 3rd anniversary of Rally to Stop Inquiry!

Today marks the 3rd anniversary of the December 2, 2009 “Friends of Hazel” Rally.

The Mississauga News description of the “Friends of Hazel” as a “grassroots movement” is as deceptive as the little girl coached by her photographer-daddy to hold up the “We [HEART] HAZEL” sign.

I’d already written in another blog that while I was packing up to leave the “Friends of Hazel” Rally that he continued to take photographs. As a result it was Barber who took the most important photograph that evening.

Photographs by themselves aren’t really enough. However, Barber’s post-Rally image of those huddled at the back of the room and in the doorway made me examine all my December 2, 2009 video footage.

One segment, I viewed for the first time in September! It’s clear why I thought it was nothing back when I first viewed in December 2009 —boring footage of the front of the stage before the Rally even started.

But three years later, that boring “front of the stage” segment became Gold. I recognized two of the Rally organizers. And organizing they were! A Crombie, and Rob Trewartha (former senior consultant to Warren Kinsella’s Daisy Consulting and now Bonnie Crombie’s executive assistant).

and not to mention a Facebook confession by Rob Trewartha that he helped organize the Rally, it’s a safe bet that Liberals Mahoney/Crombie (with help from Daisy Consulting) did their all to try and stop the Mississauga Judicial Inquiry.

And what happens today exactly on the anniversary of the “Friends of Hazel” Rally?

Rob and Doug Ford are on their Radio Show encouraging listeners to check out the Toronto Sun article, “Province warned of ‘draconian’ conflict punishment: Retired judge”

The Sun’s Queen’s Park Bureau Chief, Antonella Artuso writes in part:

If the province had acted on recommended changes to “draconian” sanctions in Ontario’s Municipal Conflict of Interest Act Rob Ford might be fighting to remain mayor.

Former Justice Douglas Cunningham, who led an exhaustive inquiry into conflict allegations against Mississauga Mayor Hazel McCallion arising out of a controversial land deal, recommended a number of changes to the Municipal Conflict of Interest Act in his October 2011 report.

Those recommendations included the addition of alternative penalties such as a 120-day suspension or a formal apology.

“If the legislation had been amended as I suggested…I don’t think we would be in this situation, because one of the things that an amended piece of legislation would include would be lesser sanctions, and I think this case clearly cries out for some legislated change which would include lesser sanctions,” Cunningham told the Sunday Sun.

Antonella Artuso quotes as saying:

“But it’s just unfortunate that — if they were going to make some changes — that they hadn’t been made by the time of this lawsuit. In terms of the Municipal Conflict of Interest Act, this mandatory sanction it seems to me is draconian given that there are so many variations and shades of conflict — and especially in a case where there’s no financial gain, there’s no fraud, there’s nothing at all in this case to suggest that Mayor Ford was trying to feather his nest…. And I rather suspect, if I read between the lines in Justice Hackland’s decision, that if he’d had some other options, he probably would have gone to them rather than the one that he was forced, quite frankly, to engage.”

Meaning: Justice Harkland was right. Ford was in conflict, but he had no other option. The Law is an Ass.

Also meaning, Toronto Mayor Rob Ford now benefits from the Mississauga Judicial Inquiry —the same Inquiry that Mississauga Liberal Teams Crombie/Mahoney fought so hard to stop, to prevent citizens from knowing that Peter McCallion stood to make $10 million on the Mayor-promoted hotel deal. After all, he now has former Justice Douglas Cunningham in his corner.

Also for the record, last night Warren Kinsella invited anyone interested to join him in the “FORD BEGONE PARTY” at the Bovine Sex Club on Queen Street.

Punk and politics: the Ford begone party (updated)

Some of the folks who helped, pro bono, to get Rob Ford removed from office – I won’t reveal who they are – intend to come to SFH’s gig tomorrow at the Bovine Sex Club on Queen Street West.  It will therefore be a celebration of sorts.

If you want to join in, and meet some of these heretofore unknown people, c’mon by.  This political pestilence will soon be gone – because (a) he is not going to win his appeal and (b) if there is somehow a by-election, he’s going to lose that, too – and that is cause to be happy.

Congratulations EVERYONE! Due to a lot of hard work by Ron and his supporters from all across the city – not just ward 6 – the biggest politcal threat to our city has been de-fanged. But stay alert. She still has claws and knows how to use them. 2014 is not as far away as it seems. Nando may try to pass his seat to the dark one when he runs for Mayor. CarPar may even run for Mayor herself! This became even more likely since she declared her “retirement”. Watch for her back-stage maneuvers over the next couple years. We must be ready for her. She may be evil, but she is not stupid. October 28th, 2012  

Today is the third anniversary of the “Friends of Hazel” appearance before Mississauga Council. As regular readers know this $$$influential$$$ group did their all to cancel the Mississauga Judicial Inquiry.

MISSISSAUGAWATCH has no idea that "Friends of Hazel" Brian Crombie and Patrick Mendes sit right behind on October 28, 2009

Ever since October 28, 2009 I’ve been investigating anything and everything related to these “Friends of Hazel” McCallion. It’s been a fascinating, thoroughly-depressing plunge into McCallion’s rich, powerful (and efficient) MYTHissauga Manipulation Machine.

So how does one go about researching the “Friends of Hazel”?

I began with the Cancel the Mississauga Judicial Inquiry Now Online Petition at www.petitiononline.com/MissInqu/petition.html  That was back in early-2010 when the petition was whole —it’s changed considerably since. Go there now and you’ll see someone has stripped all 1,624 signatories of their surnames!

Of course, I’d long ago anticipated such revisionist-cowardice from the “Friends of Hazel” and saved the entire petition —html and all.

What follows is a cut-and-paste of the Cancel the Mississauga Judicial Inquiry Now Online Petition’s 1,624 names.

For the record, not all “Friends of Hazel” appear on this list. For example, “Friend of Hazel” Victor Oh didn’t sign on. Neither did key “Friend of Hazel” mouthpiece Betty Merkley.

Future MYTHissauga Mayor Bonnie Crombie didn’t sign the Petition even though she opposed the Inquiry. But the two Crombie sons did.

And of course it’s no surprise, that Bonnie Crombie’s executive assistant, Rob Trewartha, former senior consultant at Warren Kinsella’s Daisy Consulting Group didn’t sign the Petition though he helped organize the Rally.

Hazel McCallion: Mississauga Judicial Inquiry Report "Updating Ethical Infrastructure"

Mississauga’s Cawthra Community Centre renamed Carmen Corbasson Community Centre –and Ghosts of Octobers Past.

October 13th, 2012  

Today the City of Mississauga honoured former Councillor Carmen Corbasson by renaming the Cawthra Community Centre to the Carmen Corbasson Community Centre.

I attended the joyless, perfunctory event and quite frankly it was far more than I could stomach. I couldn’t wait to leave.

Ward 1 Councillor Jim Tovey did his thing as did Mayor Hazel McCallion. I noticed plenty of “Friends of Hazel” in the audience as well.

When you know it was October 2010 that Jim Tovey and Team McCallion used this election “Large Cheque” flyer suggesting that Carmen Corbasson was incapable of thinking for herself, you might have some idea of the emotion I was forced to suppress while there.

And when you know that it was October 2009 when Councillors Mullin, Saito, and Ron Starr called what Corbasson supported a “witch hunt”, you just so resent their presence there.

And when you know that Bonnie Crombie’s swarmy “Team Crombie” actually organized that December 2009 Friends of Hazel Rally, well —

On the bright side I did get some quality time with Councillor Iannicca. Got a Hi from Councillor McFadden. And I managed to flip the bird to no fewer than two of City of Mississauga Corporate Security’s video surveillance cameras!

Thank you Mr. Acting Mayor and I will be brief. Um, let me first say that this isn’t an easy time for any of us around this table just like it’s not an easy time for you. I don’t think we take comfort in any of the decisions we’ve had to make of late. But notwithstanding, we are elected to make some tough decisions and I think that’s the type of comment you’re gonna hear around this table today.

I am not at all overwhelmed by the number of people who showed up, Councillor Prentice. In fact, I’m surprised there wasn’t more.

And I’ll tell you why I’m surprised because we all know Madam Mayor is loved, admired and respected. And I for one moment am not going to take away that from her. For me, she has been a role model in many many ways. We both started here in the City in 1978 and I’ve learned an awful lot from her.

I— my biggest difficulty is, and I hope you can understand and appreciate that when we have in-camera sessions, we are privy to certain comments and information that the general public is not.

For me, the in-camera session on the judicial inquiry opened up more questions than it answered.

I— that Madam Mayor didn’t declare one Conflict of Interest for a 17-minute or a 17-second, whatever it was, I have no problem with that.

I do have a problem that official government documents got changed with no satisfactory explanation.

I do have difficulty that any member of Council, doesn’t matter if it’s Madam Mayor, or me, or anyone else, can have off-site meetings, with a landowner, who has an interest in the City of Mississauga, that is going to financially benefit a member of any one of our families.

That may not be against the Conflict of Interest Act. But in my opinion, I would hope, and it’s my understanding that a judicial inquiry can —and most probably would, depending on their findings —make some very strong recommendations to have either the Conflict of Interest Act or the Municipal Act changed.

That’s simply put, Ladies and Gentlemen, for me —I’m not going to speak, I’ll let the others speak for themselves.

This isn’t about Mayor Hazel McCallion. This is about Governance, how do we improve it. Not only for this municipality, but across the Province. And I don’t know what price tag you put on that. Is it ten thousand? Is it one million? Is it ten million? I don’t know.

But I would like to see this City in particular, and certainly Madam Mayor come out with credibility, integrity and that we all maintain our dignity.

I do thank you for coming out today, Ladies and Gentlemen and I will turn it back to the Acting Mayor.

Councillor Carmen Corbasson, "She was a dove in a sea of hawks"

Mississauga Governance Committee’s deceptive minutes approved unanimously thanks to Bonnie “Can’t Move Them” Crombie.

October 1st, 2012  

Back in June, the City of Mississauga announced that it had hired Robert J. Swayze as its first full time Integrity Commissioner.

In its June 20, 2012 press release City of Mississauga Appoints Integrity Commissioner the City states:

“Staff will work with Mr. Swayze over the summer and report back to Council in the fall concerning recommendations to amend the Code of Conduct for Mayor and Members of Council.”

Very few people are aware that back in 2009-2010 Mississauga Staff simply took the City of Vaughan’s Council Code of Conduct, made a few minor changes, replaced instances of “Vaughan” with “Mississauga” and then announced “City of Mississauga’s Draft Code of Conduct Available to Residents for Review  Jul 09, 2010”.

Put another way, had a journalist, you, me or any student in the province done what City of Mississauga Staff did, it’d be called Plagiarism.

That City of Mississauga Staff worked with the Integrity Commissioner “concerning recommendations” is obvious right from the Get-Go in Mr. Swayze’s  “First Report of the Integrity Commissioner”.

He writes:

RECOMMENDATIONS:

That the mandate of the Integrity Commissioner not be expanded to
include investigations of members of City staff;

It seems that over the summer, City of Mississauga staff worked with the new Integrity Commissioner to ensure that they still get to “investigate” themselves! And oversee themselves!

MISSISSAUGAWATCH has repeatedly gone on record warning the public that:

And think about it. Is it appropriate for City of Mississauga Staff to work with the Integrity Commissioner on investigation-related recommendations concerning them?

How is that not conflict of interest?

Page 4 of Mr. Swayze’s “First Report of the Integrity Commissioner” states:

Expanding the role of the Integrity Commissioner to conduct
investigations of staff

I have reviewed minutes of Council meetings which recorded hearing
presentations urging that the role of the Integrity Commissioner be
expanded to include investigations of members of staff.

Given that the Integrity Commissioner’s report defines staff as:

“staff” includes the City Manager and Chief Administrative Officer, Commissioners,
Directors, Managers, Supervisors and all non-union and union staff whether full-time, parttime,
contract, seasonal or volunteers.

I, for the life of me, can’t imagine what “minutes of Council meetings” he actually reviewed!

So I sent Mr. Swayze an email requesting clarification. I cc’d to Councillor Jim Tovey, Chair of the City of Mississauga Governance Committee as well. (For those who care more about Money than Accountability I will be contributing $250.00 to the Governance Committee for an hour of Mr. Swayze’s time.)

Also for the record, this week I discovered that the minutes of the Governance Committee meeting do not remotely reflect what was actually said by Councillor Pat Saito after my  deputation at the April 16, 2012 Governance Committee meeting.

This part:

Councillor Pat Saito clarified that complaints made about a Member of Council would
not be referred by the Integrity Commissioner to the Human Resources Division for an
investigation. She noted that it is anticipated that an Integrity Commissioner would be
hired by the end of June 2012 and the Governance Committee would work with them
on the revisions to the Council Code of Conduct. She further spoke to the matter of the
Integrity Commissioner not reviewing complaints against City staff.

So I checked the Governance Committee’s May 14, 2012 minutes to examine how anyone could approve that Councillor-Pat-Saito-clarified paragraph.

Councillor Saito approved minutes stating that she “further spoke to the matter of the Integrity Commissioner not reviewing complaints against City staff.” SHAMEFUL FAILURE-TO-MENTION.

Here for the record, is a transcript of what Councillor Saito actually said during that meeting.

—with the hiring of the Integrity Commissioner —and the anticipation is that this person would be, hopefully, here by the end of June. And then in the Fall, this committee would sit down with the Integrity Commissioner and work on the amendments to the [Council] Code of Conduct with that person being here to work on it with us.

So there is an opportunity for some of the concerns that you have raised to be reviewed during that process.

They may not all be addressed because —I don’t agree the Integrity Commissioner that we are looking at to deal with the Code of Conduct and the application of the Code of Conduct. That is for Members of Council.

I don’t agree that that person should be handling about all City Staff. That is a Staff responsibility —it’s a senior Staff, Commissioner, Director level responsibility, or City Manager level of responsibility. [* Note. MISSISSAUGAWATCH never suggested that the Integrity Commissioner address complaints regarding “all City Staff”. But rather Senior Management —City Manager, Commissioners, Directors.]

Now having said, Councillor Carlson and I were just talking about it there and there may be some validity in taking a look at the Integrity Commissioner dealing with complaints of the Senior Staff —the Commissioner, City Manager level.

My greatest question here is did Integrity Commissioner Robert Swayze base his recommendation “that the role of the Integrity Commissioner be expanded to include investigations of members of staff” on those deceptive minutes?

Next. Reviewing video of the May 14, 2012 approval of previous minutes delivered quite the surprise!

It shows Chair Jim Tovey 1. requesting approval of minutes, 2. turning to Councillor Bonnie Crombie who appears to be saying “I can’t move it” 3. Tovey looking to his left and 4. accepting Councillor Pat Saito’s move to approve.

So why couldn’t Bonnie Crombie move the minutes? She was absent that April meeting.

But here’s the remarkable part. When it came time to vote on approving the minutes, Crombie raised her hand in agreement. And thus the bogus, deliberately-deceptive April 16, 2012 Governance Committee minutes were approved unanimously!

For now I’m just happy to let readers know that I advised Jim Tovey, the 2012 Governance Chair that “I don’t believe that it’s going to be authentic”.

Now even the City of Brampton’s $700 an hour Integrity Commissioner agrees. From the August 7, 2012 Brampton Guardian article “Integrity Commissioner reviews inaugural year”

Brampton’s Council Code of Conduct is “values-based”, which differs from Mississauga’s “rules-based” code. Cameron pointed out. And he commended Brampton, noting that Brampton’s code is “generally stronger and intrinsically deals with a lot of the issues that Mississauga’s code had not.”

Like I said to Tovey, who dismissed my warning, Mississauga’s Council Code of Conduct is not authentic! And because Mississauga’s Code is an almost direct cut-and-paste of the City of Vaughan’s Code of Ethical Conduct for Members of Council, neither is Vaughan’s Code!

And remember that $650.00 I donated to the Mississauga Governance Committee? The donation CONFIRMED that the Mississauga Council Code of Conduct is as worthless as the City’s two other bogus formal public complaints policies.

Believe it or not, the Mississauga Council Code of Conduct‘s Rule No 10 flings open wide doors for Mississauga Mayor and Councillors to lie to Media with impunity. With impunity —provided the lie has nothing to do with “decisions of Mississauga City Council”.

Next, regarding my comments to Councillor Tovey that Mississauga’s “[Office of the Integrity Commissioner] doesn’t have any influence on Staff. Staff still investigate themselves” —here’s a quote from the November 10, 2008 City of Mississauga Corporate report CORPORATE POLICY – PUBLIC COMPLAINT PROCEDURE

Currently, formal complaints from citizens regarding employee conduct have been resolved at staff level, through discussion with the Mayor or Ward Councillors, or with a report to Council. Outside investigators have been used on rare occasions.

It is now August 9, 2012 and I can also confirm that nothing has changed since November 2008 and despite the City of Mississauga’s insistence to the contrary, Staff still cover u- err, I mean “investigate” Staff!

You know you always find that an Act or piece of legislation, to a reasonable person, looks fine. You know, you read it and everything else.

It’s when you try to apply it, that you always —you always get screwed over.

You always find out that somewhere there’s a loophole.

You know, I mean, I really respect Cashin and Young for even bringing this forward like they did. But you know, when you’re going against an industrial-strength lawyer and the —assets, and I mean like this (signalling money) that Crombie can bring to this, you’re screwed.

Like I don’t believe for a second that they’re going to go with an audit.

I think the lawyers won. Again.

However, that said, I’m really impressed with the Chair of this Committee. He did a good job all the way through and gave both sides a really fair hearing.

So, we’ll see what happens. But —I’m not hopeful.

Rule No. 13

Conduct Respecting Staff:

1. No Member shall compel staff to engage in partisan political activities or be subjected to threats or discrimination for refusing to engage in such activities.

[Interesting wording, “No Member shall compel staff to engage in partisan political activities” Item 1 seems to suggest that staff are free to engage in partisan political activities provided it’s of their free will and choosing. Back to Page 25 of the Code.]

2. No Member shall use, or attempt to use, their authority for the purpose of intimidating, threatening, coercing, commanding or influencing any staff member with the intent of interfering in staff’s duties, including the duty to disclose improper activity.

[“duty to disclose improper activity”? Another City expectation that I’ve videotaped staff failing to comply with. Oh well… Back to Page 25 of the Code.]

3. Members shall be respectful of the role of staff to advise based on political neutrality and objectivity and without undue influence from any individual Member or faction of the Council.

[How do politically partisan staff  (who are confirmed to exist at the City) “advise based on political neutrality”? Back to Page 25 of the Code.]

4. No Member shall maliciously or falsely impugn or injure the professional or ethical reputation or the prospects or practice of staff, and all Members shall show respect for the professional capacities of the staff of the City.

[Interesting how there’s no provision in the Council Code of Conduct that states, “No Member shall maliciously or falsely impugn or injure the professional or ethical reputation of members of the public…” Back to Page 25 of the Code.]

Commentary

Under the direction of the City Manager, staff serve the Council as a whole, and the combined interests of all Members as evidenced through the decisions of Council. Only Council as a whole has the authority to approve budget, policy, committee processes and other matters. Accordingly, Members shall direct requests outside of Council-approved budget, process or policy, to the Budget Committee or directly to Council.

In practical terms, there are distinct and specialized roles carried out by Council as a whole and by Councillors when performing their other roles. The key requirements of these roles include dealing with constituents and the general public, participating as standing committee members and as chairs of standing committees, and participating as Council representatives on agencies, boards, commissions and other bodies. Similarly, there are distinct and specialized roles expected of City staff in both the carrying out of their responsibilities and in dealing with the Council. Staff are expected to provide information to Members that they are entitled to. City staff are accountable to the City Manager who is accountable to City Council. Sometimes the line between staff duties and activities that are political in nature is not clear. Members of Council must respect the difference between the two in making requests of staff.

[First, regarding the statement, “Staff are expected to provide information to Members that they are entitled to” —I’m reminded immediately of several Corporate reports that were fudged, with information completely withheld.

As for the statement, “City staff are accountable to the City Manager who is accountable to City Council”, here’s what Mayor Hazel McCallion wrote in a December 20, 2006 email:

“It is true that City staff are not directly accountable to the citizens, since City staff are not elected. However, City Council is accountable to Mississauga residents for the actions of City staff.”  

I believed what the Mayor wrote me right up until I read the Code and its “City staff are accountable to the City Manager who is accountable to City Council”. Certainly, the Mayor chose to make me believe that City Council was accountable for the actions of City staff.

It’s only five years afterwards do I now realize, thanks to the Code, that the Mayor/Councillors are not free to hold staff accountable. The City Manager does that. (Or doesn’t.)

This window-dressing accountability trail was a major revelation inside the Code. It explains why City staff so often fail to comply to Corporate polices, procedures, guidelines, by-laws and even provincial legislation. Elected officials can’t investigate Staff directly! Members of Council should expect a high quality of advice from staff based on political neutrality and objectivity irrespective of party politics, the loyalty of persons in power, or their personal opinions.

[Seriously. Does anyone believe that?! Time and time again, it’s been proven that the only consistently “high quality of advice from staff” comes from Mary Ellen Bench, the City Solicitor and that’s it! Back to Page 25 of the Code.]

5. It is inappropriate for a Member to attempt to influence staff to circumvent normal processes in a matter, or overlook deficiencies in a file or application. It is also inappropriate for Members to involve themselves in matters of administration or departmental management which fall within the jurisdiction of the City Manager. Any such attempts should be reported to the Integrity Commissioner.

[Item 5’s second sentence, “It is also inappropriate for Members to involve themselves in matters of administration or departmental management which fall within the jurisdiction of the City Manager.” explains why neither the Mayor or any of her Councillors bothered to read a single document that I offered them through Freedom of Information. There was never any point because the Mayor and Councillors do not monitor/discipline staff! 

When you add the next sentence, “Any such attempts should be reported to the Integrity Commissioner.” then Rule No. 13’s Item 5 imposes an impenetrable barrier between City staff and Elected Officials so inclined to hold them accountable.

In Rule 12 Item 2 of the Code, we saw how Mayor/Councillors are protected from an investigation by the Integrity Commissioner:

2. Upon receipt of a complaint that relates to the City’s Respectful Workplace policy and involves a Member, the Integrity Commissioner shall forward the information subject to the complaint to Human Resources who will refer it for an independent investigation.

Meaning City Staff in Human Resources will conduct an”independent investigation” of the Mayor/Councillors and, according to the Code, “will provide guidance to an independent investigator” and of course, select that “independent investigator”. Thus City of Mississauga Elected Officials neatly avoid the Integrity Commissioner conducting an investigation.

While Rule 12 points out that, “Upon receipt of the findings of the independent investigator, the Integrity Commissioner shall make a determination on the application of this Code of Conduct and the merits of the investigation”, seriously, how is that possible without conducting an investigation of the “independent investigator”? (City of Mississauga hires retired staff as “consultants”. Or as Mayor McCallion observed at the January 23, 2012 Good Governance committee meeting, “defeated politicians” morph into “consultants” .)

It’s all perfectly circular: the Code’s Rule 12 ensures that the City’s Human Resources staff protect Mayor and Councillors from an investigation by the Integrity Commissioner and Rule 13 protects all City staff from any Mayor or Councillor who might want to hold an employee accountable. 

I wonder how many other Ontario municipal Council codes of conduct are this slick with illusion and window dressing….

Like the Municipal Conflict of Interest Act, the City of Mississauga Code of Conduct has huge hidey-holes in just the right places to create the illusion that the HMS MYTHissauga should spring fewer leaks “going forward”.

It is because of “Prol’s” online comments that the very next day, January 1, 2011, MISSISSAUGAWATCH began researching all “Friends of Hazel”. Yes. All of them!

The most important thing learned?

That Mississauga Councillors Katie Mahoney and Pat Saito have to know who “Prol” (alternate alias “AV8R”) is! And the biggest (and recent) revelation, is that “Friend of Hazel” Councillor Bonnie Crombie also has to know “Prol’s” identity as well.

So how does one go about researching the “Friends of Hazel”?

I began with the Stop the Judicial Inquiry online petition at www.petitiononline.com/MissInqu/petition.html

What follows is a convenient cut-and-paste of its 1,624 names.

For the record and to be clear, not all “Friends of Hazel” are on this list. For example, “Friend of Hazel” Victor Oh didn’t sign on. Neither did key “Friends of Hazel” Rally organizer, Betty Merkley. Both are conspicuous in their absence.

Equally important, not all people on this Petition list are “Friends of Hazel”. I suspect that many are like I once was —citizens simply suckered by MYTHissauga’s “Friends of Hazel” hype.

More research reveals how bogus the Community Foundation of Mississauga is and that “raised millions of dollars to support the arts, culture and heritage” can mean not a single penny has actually gone to Mississauga’s arts, culture and heritage” but simply into the Community Foundation of Mississauga’s management fees!

“Friend of Hazel” Katie Mahoney’s 2010 Financial Statement was finally released.

Michael Nobrega, CEO of OMERS (Ontario Municipal Employees Retirement System) and former city manager, David O’Brien, an OMERS Board of Director and trustee of the McCallion family trust both contributed the max of $750.00. Both testified at the Mississauga Judicial Inquiry and what performances they were!

Councillor Katie Mahoney was the only councillor to testify at the Inquiry and of what little she could remember, managed to corroborate Nobrega and O’Brien’s version of events. A remarkable feat considering that David “I don’t remember, I don’t recall” O’Brien remembered even less than Mahoney!

My only remaining question is did Nobrega and O’Brien donate before or after Mahoney testified on June 15, 2010?
